Public Protection & Judiciary Committee – Regular Meeting – February 3, 2022 8:00 AM Motion by C. Leaf, seconded by D. Hansen to accept the minutes. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Financial Report for January 2022 No questions were posed for the January 2022 Financial reports. RESULT: DISCUSSED 2. Court Updates; Clerk of Court staffing, court operations, COVID backlogs & related matters Judge Needham thanked the committee for their support in passing the Clerk of Court wage adjustment. The clerk is down 5 positions and one on maternity leave. The courts have been able to accommodate public coming in for service. The courts continue to work through processes with the short staff in the Clerk of Courts office. The courts continue to work through the COVID-19 backlog of operations. Discussion. RESULT: DISCUSSED 3. Recognition of National Telecommunicators Week Chair Feidler presented the Public Safety National Telecommunicator proclamation for committee review. Sheriff Scott Knudson spoke on the work of the Telecommunicators. The committee offers their respect to the group. Judge Needham spoke on the professionalism of the Telecommunicators. Judge Needham spoke on the 911 calls that are played during court proceedings. The calmness and ability of the dispatchers is much appreciated. RESULT: DISCUSSED 4. Sheriff's Report to include review of the St. Croix County 2021 Crash Report Sheriff Scott Knudson shared the Crash report (attached in the agenda packet) with the committee. Discussion. Staffing levels in jail there are approved 32 FTE's. Currently, 30 are now filled. The Office is working on filling open positions in patrol, investigations, dispatch and 1 in court services. The Huber program will start on March 11th, this is a hybrid program with electronic home monitoring. RESULT: DISCUSSED 5. Medical Examiner updates on project status, case load, collaboration with Polk County Medical Examiner Patty Schachtner updated the committee on the body scanning project. The process has started on the scanner and new cooler projects. Discussions with forensic pathologists for a regional autopsy program. Case loads are up approximately 20% from last year. Capacity for holding decedents will be a challenge until the new coolers are installed. Collaborating with UW Extension school of medicine 3/24 and working with an intern. Collaboration with Polk county. The Scanner is planned to be on-line end of summer. RESULT: DISCUSSED 6. Update on Suicide Prevention Chair Feidler spoke on the meetings being held on the suicide prevention program in St. Croix County. Discussions have been held on a possible program being held with stakeholders/shareholders. Schatchtner added a family of a suicide victim contacted her office who would like to be included in the symposium. RESULT: DISCUSSED 7. Tour of Mobile Emergency Operations Center Vehicle The committee recessed and reconvened at the Government Center lower lobby and continued to the parking lot for a tour of the Mobile Emergency Operations Center, Command Vehicle.
