BUSINESS ITEMS
1. Financial Report for December 2021
Administrator Witt reported all department balances look good. No discussion.
RESULT: DISCUSSED
2. Circuit Court update
Judge Scott Needham reported on the Warrant Day program. Lessons were learned and
hoping the next warrant day will bring more participants. Five cases were resolved. Brief
summary on current legislation pending which will affect the courts. Behavioral Health
staff will soon be working with the courts.
RESULT: DISCUSSED
3. Clerk of Court staffing matters
Clerk of Court Kristi Severson, reported on the staffing crisis in the Clerk of Courts office.
Discussion on possible options for helping with recruitment in the department.
Administrator Witt will work with Clerk of Court Severson and bring a resolution forth to
the Administration Committee addressing compensation issues in the Clerk's office.

4. Justice Support Services department update
Justice Support Services Director Susan Capparelli reported she received a resignation
from the Case Manager worker. The department is focusing on training the new staff.
Quarterly reports will be provided to this committee.

5. Medical Examiner's Office Update
Medical Examiner Patty Schachtner reported the department is experiencing c apacity
issues with the current cooler space. Department is going to be requesting a large
cooler. Administrator Witt indicated a quick quote by Facilities Director Jim Elsbury
was around $18,000. Potentially would have space for ten decedents. A total of 13
spaces would be available if existing cooler stays. A new cooler could be a 2023 CIP
project. Discussion on money for walk-in cooler. Discussion will be held with
Facilities Director Jim Elsbury for more information. One funeral home has a cooler
and there are no morgues within our county hospitals. Dan Hansen suggests looking
on auction sights for used equipments. The department would like to hire two
additional death investigators. The hiring would be budget neutral. Hiring more
investigators will help to relieve or prevent worker burnout.

6. Sheriff's Office update
Sheriff Scott Knudson reported jail is currently six staff members short. Patrol currently
has two openings. Discussion

7. Jail Population including Huber and Electronic Home Monitoring report
Sheriff Scott Knudson reported the Jail population today is 102. Twenty Two of those are
on Electronic Home Monitoring (EHM). Currently, SUN monitoring is the vendor
performing the monitoring, the plan is to have the Huber program operations back
in house when staffing returns to full capacity.

REQUEST FOR FUTURE AGENDA ITEMS
Update on ME cooler (voting agenda item), update on Clerk of Court staffing, Suicide prevention
program, Tour of the Communications Van.
