APPROVAL OF MINUTES 1.Public Protection & Judiciary Committee Regular Meeting August 4, 20228:00 AM RESULT:ACCEPTED PUBLIC COMMENT No Public comments. BUSINESS ITEMS 1.Financial Report for July 2022 Administrator Witt reviewed the financial report included in the agenda packet. RESULT: DISCUSSED 2. Consideration of 2023 Budget Requests Administrator Ken Witt reviewed the 2023 department budget requests. The requested budget report indicates what each department has submitted as 2023 budget requests. Explanation of the General Property Tax line (tax levy). Departments do not have control over wages and fringes. The budget includes a proposed 5% increase in wages (3% Cost of Living Allowance and a 2% step increase). Most increases in Budget will be shown in this line item. Expenses are controlled by the department. Department Heads were available for further details if rquested. RESULT: DISCUSSED 3. Circuit Court update Judge Scott Needham thanked the sheriff for the quick response at a recent incident in the courts. Building security will need to be addressed in the new building. Judge Needham spoke on the budget of the clerk of court and the expenses required for professional services. There has been an increase in court appointed attorney's. Discussion on interstate PAC between MN and WI as St. Croix County has many defendants from MN. RESULT: DISCUSSED 4. Justice Services Update on MRT facilitation Justice Support Services Director Phil Galli reported on the Moral Recognition Therapy (MRT) program. JSS staff are being scheduled for the MRT training program. RESULT: DISCUSSED 5. Medical Examiner's Office Update Medical Examiner Patty Schachtner reported the office has recorded 10 cases below last year at this time. Nationally, life expectancy is down about two years. These numbers are impacted by Opiods, Fentanyl and suicides. Discussion on the impact of NARCAN being readily available for addicts. The sheriff reported law enforcement has issued NARCAN 20 times. The department continues to work on recovering costs. Their service is statutorily required. A homicide recently and 3 infants have died of pneumonia within the last year with not being related to covid-19. ME staff will be taking courses on recognizing respiratory distress. CT machine will be installed by end of September. RESULT: DISCUSSED 6. Report on receiving cell use in the jail - Sheriff's Office Sheriff Scott Knudson reported Friday, September 2nd will be busy in the building with three major court appearances happening. The Sheriff shared current and future use of the special needs cells and the receiving cells (see attached images). Discussion on jail housing and number of inmates. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ME invites the committee to tour the CTscanner at the ME office. Possibly November.
