BUSINESS ITEMS
1. Financial Review for January 2023
Interim Finance Director Dustin Hawkins reviewed the Financial report for January 2023.
RESULT: DISCUSSED
2. Circuit Court Update
Judge Scott Needham reported to the committee a new District Court Administrator has
been hired and started on Monday, February 27, 2023, Ross Munns. Judge Needham
reported Treatment Court has lifted the hold on new enrollees for the program and
new applicants are being accepted. Judge Scott Nordstrand gave a brief report on
the ability to assist with treatment and other resources for people. Chair Feidler gave an
update on the Alcoholism Symposium that is set for May 17, at 5:30 p.m. in New Richmond at
the technical college. Judge Nordstrand will be the opening speaker. He also informed the
committee that he had spoken with the HHS Board Chair, Greg Tellejohn, and with Supervisor
Dave Ostness, Chair of the ADRC, and suggested that the Alcohol Symposium might serve as a
joint meeting of the PPJ, the HHS Board, and the ADRC in lieu of there regularly scheduled May
meeting. The PPJ members concurred that this was a good idea.

3. Medical Examiner's Office Update
Medical Examiner Patty Schachtner discussed the project of cataloging historical data
and upcoming future project. Medical Examiner Schachtner discussed with the
committee about finding assistance for first time generational change starting with
adult children looking for assistance from a historical cycle of addictions and
alcoholism. Medical Examiner Schachtner informed on how St. Croix County is more
efficient in our Medical Examiners processes than the Western, Southern, and Eastern
parts of the state after attending the WCA meeting. Medical Examiner Schachtner
informed committee of Senator Staftshold tour of the Medical Examiner's facility on
March 20 at 3:30 pm.

4. Sheriff's Office Update
Sheriff Scott Knudson reported on the mezzanine project and it could take a few months
before the project starts. Sheriff Knudson discussed the mass casualty exercise on
January 25 with the Emergency Management team and provided feedback on the
exercise. Sheriff Knudson reported the jail numbers. Medication-Assisted Treatment
(MAT) Cathy Borgschatz discussed the grant funded program for jail inmates called
medicated assisted treatment. Sheriff Knudson discussed the information being
shared about the referendum at the town meetings, on camera interviews and the
newspaper. The referendum will be on the voting ballet on April 4, 2023.

5. CJCC Updates - Justice Support Services
Justice Service Director Phil Galli invited the committee to the monthly CJCC meeting
on March 16 at 8:00 am and there will be a guest presenter from the state of Illinois.
Justice Service Director Galli informed about a site visit from the group Advancing
Pretrial Policy Research March 15th & 16th.

REQUEST FOR FUTURE AGENDA ITEMS
Supervisor Tim Ramberg requested an update at the April or May meeting regarding the status of
funding by the State for attorneys appointed as defense counsel by the state public defender’s office.
ANNOUNCEMENTS & CORRESPONDENCE
Judge Needham spoke on the generator outage and thanked Sheriff Knudson and his security.
Chair Feidler informed the committee about the April 6 meeting and they will be discussing
the referendum if it passed or not. If the referendum doesn't pass, they will need to discuss
alternatives.
