1. Ordinance Creating Chapter 37 - Uniform Addressing and Road Naming System
Moved to the first item on the agenda
Supervisor's Ramberg and Leaf motion to send this ordinance back to the full county
board. Planning and Land Information Administrator, Brett Budrow reported An
email to the towns for comment was sent out and one was returned. Discussion on
costs of street signs. All concerns were addressed. Motion passed.

2. Financial Report for July 2023
County Administrator reported on the Financials. All budget numbers look good at this
time. The Financial report is through July 2023.

3. Consideration of 2024 Requested Budgets for Public Protection & Judiciary
Departments
County Administrator Witt, reviewed the 2024 budget requests. for each reporting
department Overall the requested budgets are 1.7 million over what is allowed.
RESULT: DISCUSSED
4. Circuit Court Update
Judge Needham appeared to report on current activities in the Circuit Court.
RESULT: DISCUSSED
5. Drug Testing Expansion - Justice Support Services
Justice Support Services Director, Phil Galli, reported on the attempt to offer testing in
New Richmond. At least 50% of active testing participants have New Richmond
addresses.

6. Update on staffing in the Sheriff's Office
Sheriff Scott Knudson reported recruitment continues in the Sheriff's Office. Two open
positions added to the approved 5 new positions. three hires are in recruit school
(previously correction deputies) Now 3 openings in corrections with 4 in training with
corrections. Some positions are gender specific. Dispatch is three short with two new
hires are in training. Backgrounding of potential hires does take extensive time. For the
sworn positions even more time, face to face interviews happen. Recruit school is 5
months much is reimbursed by state but the time and effort is great. Today's jail
population was 117. Last month average population was 123. Last month had a high
population of 150. Discussion.

7. Preparation for relocation of staff during building upgrade
Chief Deputy Brent Standaert reported on the Building constructions affecting the
Sheriff's Office. The previously discussed mezzanine fencing is scheduled to be delivered
in the b eginning of October and installed shortly thereafter. The Office continues to
work on current evidence moving to a new system which is scheduled to go live in
December. Planning on the first of year move to temporary location for Sheriff staff.
Temporary location is smaller than current space.. There will be staff working
remotely. Similar to the schedule used during Covid There will be some at the
Baldwin Office and the DD site with Patty. The warm storage building could also be
utilized during this time. Hopefully, by next July we can move back into the new
center. Discussion.

8. Resolution Increasing Fees Charged by the Medical Examiner
Medical Examiner Patty Schachtner presented a resolution to increase ME fees.
Supervisor Leaf moved to approve the 6% increase in Medical Examiner Fees; Supervisor,
Carlson seconds. Motion passed.

9. Medical Examiner's Office Update
Medical Examiner, Patty Schachtner reported there is a new trend on lonliness. Single
Men over the age of 50 are the majority of the trends. CT Scanning class in March.
People in UW coming up for the training. Still working on obtaining RANDOX
postmortem drug testing system. The RANDOX system would be$60,000. The system
allows for post mortem drug testing with results in 20 minutes.

ANNOUNCEMENTS & CORRESPONDENCE
Sheriff Knudson announced September is National Preparedness Month. Benefit happening for
the Katie Leising and fallen officer memorials Sept 17th at LaPointe in Stillwater and October 14
at the Rooster in New Richmond.
