1.Financial Report for December 2023
Administrator Ken Witt discussed the financial report for December 2023.

2.Circuit Court Update
Judge Needham informed the committee that the Jury Assembly Room is finished and
they have been able to use it for recent court cases. The Clerk of Court Kristi Severson is
fully staffed, and there is a new Judicial Assistant hired for Judge Waterman. There have
been judicial security concerns occurring with websites being created about Judges and
their families; this concern is being looked into. Next week, the Judges are hosting a
luncheon in the new Jury Assembly Room with all the attorneys. Judge Nordstrand
discussed his position on the Legislative Committee and Legislative Security for the
Judges. The Legislative Committee have three bills created and one bill in process.

3. CASA update
CASA Director Sean Kinsella provided an update on the CASA program. Kinsella
discussed the 2023 year end highlights and expenses. CASA program will be pursuing
47 grants and many sponsorship's for funding the program. The program volunteers are
from the Hudson area and have provide a lot of help to the program. With the new
Assistant Corporate Council, the cases are moving through faster for the program and
bringing the child back into the home. The next quarterly report, Kinsella will provide
Administrator Witt their finance report.

4. Restitution court briefing
Judge Nordstrand informed the committee that each Judge has their own way of dealing
with restitution. Judge Nordstrand discussed his three ways of dealing with restitution,
the tools he uses, and the problems that can occur. He is looking into solutions for the
problems that occur with restitution.

5. Medical Examiner's Office Update
Medical Examiner Patty Schachtner informed the committee they are interviewing to fill
positions in her department. There is a Postmortem Computed Tomography (PMCT)
being held on April 26 at Northwoods Technical College in New Richmond. This is for
Public defenders, Criminal defense, Prosecutors, Law Enforcement, etc and the
presentation is focused on legal solutions. The Randox machine has provided faster
results for the cause of death. The Medical Examiner's Office can provide the findings to
the families faster and the families are able to get a death certificate within 5 days. The
Randox has provided faster results for drug testing so the Medical Examiner's Office can
notify the Sheriff's Office. The Medical Examiner's Office applied for grants to have
interns in their office so interns can gain work experience.

6. Resolution Approving Law Enforcement Services Agreement Between the St. Croix
County Sheriff's Office and the Village of Star Prairie
Sheriff Scott Knutson discussed the resolution to approve Law Enforcement Services
Agreement with the Village of Star Prairie. Administrator Witt informed the committee
this agreement would provide additional revenue to the County. Ramberg motioned,
Leaf second to recommend the resolution approving Law Enforcement Services
Agreement with the Village of Star Prairie. Motion carried 3-0

7. Sheriff Office - Update
Sheriff Knutson discussed the St. Croix County quarterly case and calls statistics.

REQUEST FOR FUTURE AGENDA ITEMS
ANNOUNCEMENTS & CORRESPONDENCE
Sheriff Knutson announced this Saturday a fundraiser to honor Kaitie at 3 pm in New Richmond
at the High School Hockey Arena.
Child Support Administrator Lisa Plunkett provided Chair Long with an announcement
about Chad Wolske had recently met with Governor Evers and Wolske was presented a

The meeting adjourned at 9:21 am.

The next meeting will be in May 2024. If something changes, there will be a report sent out by
Administrator Witt.
