Jason Sell, Transportation Director for the Baldwin-Woodville School District substituted for
J.R. Dachel. Brandon Friederick, Inspector with Wisconsin State Patrol, Jessica Bowker, new
employee with the DOT who accompanied Greg Helgeson, Mary Martell, Accountant/Office
Administrator and Andrea Loeffelholz, with the University of Wisconsin Transportation
Information Center were also present.

Miscellaneous business:
Chair Klatt asked Greg if there has been any contact made with the Somerset Fire Chief in
regards to the crossover issues on STH 35/64. Greg advised that they are still attempting to
make contact.
Chair Klatt then informed the committee that our first fatality of 2013 happened on Monday,
4/15 on CTH A.
Jason Sell, Transportation Director for Baldwin/Woodville Area School District advised that he
will be replacing J.R. Dachel as a committee member.
BUSINESS ITEMS
1.Presentation on Community Mapping
Dennis Johnson introduced Andrea Loeffelholz from the University of Wisconsin
Transportation Information Center. Andrea provided the committee with three different
handouts regarding community mapping. Andrea then gave a brief power point
presentation outlining how to use the Community Maps Software to help review crash
information. Community Maps is a web based program that is paid for and managed by
the State of Wisconsin; therefore, is free of charge to use. This program has the ability to
log ten years worth of crash information. The program is available for use by law
enforcement agencies, as well as the general public. Interested parties can go to
WisTransPortal Project and set up an account to gain access to Community Maps to get
information on crash statistics. Citizens who log on will see very limited information
compared to law enforcement agencies using the system. The names and personal
information of parties involved in crashes is not available for viewing by the public.
Local law enforcement agencies who are interested in utilizing this program can contact
Andrea via email at loeffelholz@epd.engr.wisc.edu.
2.RR Crossing Malfunctions -USH 12 & CTH U
Per request of Sheriff Shilts, Chair Klatt brought up the issue of the malfunctioning
railroad arms at the USH 12 crossing (by Norlake). He informed the committee that
Sheriff Shilts has filed a formal complaint with Madison, but as of this date he has not yet
received a response. A brief discussion ensued, and Greg Helgeson advised that he will
follow up with the Department of Transportation.
3.1537 : State Hwy 35 -Radio Rd -Exchange Project
Greg Helgeson advised that this project, which is located on the north side of River Falls,
is for a brand new interchange. This is a two year project which is scheduled to start in
May of 2013. He is hoping that most of it will be finished this year; but if not, it will for
sure be finished next year. He also advised that the interchange will be closed during this
project.
4.2013 State Highway Construction Projects
Greg advised that there are many highway construction projects that will be taking place
in St. Croix County in 2013.
At the STH 35 & Hanley roundabout, they will be replacing the center curbs. This was
the very first roundabout every constructed in Western Wisconsin, and since it was
constructed, they have come up with a different grade steepness to use for the curbs to
make them more "truck friendly". This two week project is scheduled to start on
Monday, April 22nd. All ramps will be open during this project.
Also scheduled to start on Monday, April 22nd, is an asphalt replacement project on USH
63 from Baldwin to the Polk County line. This project will include constructing a single
lane roundabout, and adding passing/turn lanes in both directions at the 4 corners
intersection. It will also include adding a turn lane at the Clear Lake exit. Greg advised
that this project is scheduled to be complete late fall 2013, so we probably won't see
much of an improvement in traffic at that intersection this summer, but by this fall and
next summer, we will be seeing a significant improvement in the traffic flow in that area.
Greg advised that they will not close USH 63 during this project, but there will be single
lane flagging, so expect delays during peak hours.
In June or July, an Epoxy overlay (a glorified chip seal) will be put on the Hudson
Bridge.
On I-94 from the St. Croix River in Hudson to USH 12, there is a road maintenance
project that will be taking place. Most of this work will be performed at night time, and
there will be intermittent lane closings. This project is expected to be completed by the
end of August 2013.
In the Roberts I-94/STH 65 area, there will be more work on new ramps and
roundabouts. This contract is scheduled out to October, but Greg is hoping that we will
notice a big change by the end of this summer.
On I-94 & STH 128, there is a milling and relaying project that is expected to be
completed by early September.

6.Safety Concerns at Carmichael Rd & CTH UU
Chair Klatt advised that he had delegated Kelli Calleja to contact the Safeway Bus
Company to discuss the Carmichael Road/CTH UU bus stop concerns. Kelli advised that
she contacted Tim Styles, the Bus Manager, and explained the concerns that we have
with the current bus stop on CTH UU, just north of Carmichael Road. Kelli asked Tim if
he would be interested in coming to one of our Traffic Safety meetings to discuss this
issue. Tim advised that he and his coworkers have already looked into possible
alternatives for that particular stop, but advised that he wanted to meet with his Routing
Manager, Lori, to once again discuss their options, and advised that one of them would
get back to Kelli with more information. Lori later contacted Kelli and advised that
beginning with the afternoon stop on Thursday, April 11th, they were going to be picking
up and dropping the child off on Carmichael Road, rather than CTH UU. Lori advised
that they would contact us in a couple of months and let us know how the new pick-
up/drop-off spot is working; if it is not a good solution, Tim will then plan to attend one
of our meetings to discuss the issue further.
