October 16, 2013 10:00 AM MOTION was made by William Peavey to accept the minutes from the October 16, 2013 meeting; seconded by Matt Melby. Motion carried. RESULT: ACCEPTED PUBLIC COMMENT* No public comments were offered. BUSINESS ITEMS 1. STH 65 / 70th Avenue Intersection Update (The Flying J. Truck Stop intersection). Greg Helgeson informed us that a Local Officials meeting was held in Roberts and they are looking at future improvements regarding the signal lights that were installed in 2012. They are looking at improving that intersection with either a roundabout or by widening the intersection to a two-lane highway. They are hoping to have some improvements to this area by 2016. Helgeson also advised that area has been experiencing traffic back-ups due to the semi-trucks that are trying to get into the fueling lanes. Flying J management has agreed to have a field person out there directing the trucks to the pumps, to hopefully alleviate some of this congestion. There is another meeting scheduled in February; if the issues are not resolved by that time, the meeting will be held for further discussion. Helgeson asked committee members to notify him if they continue to see back-ups/congestion in that area. 2. 2014 Traffic Safety Commission Meetings Calendar This calendar was handed out at the October 16th meeting by Dennis Johnson. Chair Klatt reiterated the 2014 meetings dates. 3. Marshfield Clinic Invitation on Synthetic Drugs & Other Emerging Drugs of Abuse This invitation was also handed out at the October 16th meeting by Dennis Johnson. No one from the committee attended, so no further information given. 4. State Patrol Laws of the Month State Patrol Laws of the Month - Dennis Johnson gave a brief synopsis of the attachments that were included in the Agenda Packet, in reference to: January: Move Over Law: Drivers must provide a safety zone for stopped law enforcement and other emergency vehicles. February: Driving too fast for conditions causes many wintertime crashes. March: Drivers may receive a ticket for unbuckled passengers. ANNOUNCEMENTS & CORRESPONDENCE Dennis Johnson gave a brief synopsis of statute #83.013 County Traffic Safety Commissions and #66.0141 Accident Record Systems and explained the requirements for municipalities to provide all traffic accident information to the county Traffic Safety Committee on a quarterly basis. Hudson Police Chief Jensen questioned why this information had to be provided to St. Croix County when it he is already providing it to the State of Wisconsin. Dennis Johnson and Greg Helgeson explained that if there is an intersection or stretch of roadway in our county that is causing problem, it would first be reviewed by the local Traffic Safety Commission and that information would then be taken back to the State of Wisconsin for further review and discussion on improvements/changes that could be made. Dennis Johnson informed the committee that there will be a Law Enforcement Crackdown from March 4th - March 20th (St. Patrick’s Day) Wisconsin Fatality Report Dennis Johnson informed the committee that the State of Wisconsin has had 11 fatalities as of January 15, 2014, compared to 16 in 2013 at that same time. The 5-Year Average is 14. 2013 Preliminary Figures show 530 fatalities compared to 601 in 2012. This is the lowest number since 1944. St. Croix County Fatality Report: Captain Klatt informed the committee that St. Croix County has had 4 fatalities since our last meeting, including 1 that occurred on January 1, 2014. A brief discussion ensued on this topic. Chair Klatt asked Jim Krizan about an e-mail that Tim Ramberg had sent out regarding reducing the speed limit from 55 MPH down to 45 MPH on CTH I between Perch Lake Road and CTH E. Jim Krizan advised that this change has been approved and the signs will be posted shortly. Chair Klatt stated that he believed a speed trailer would also be set up in that area to alert motorists of their speeds. ADJOURN Meeting adjourned at 10:35 a.m. DATE OF NEXT MEETING - APRIL 23, 2014
