The intent of this investigation is to confirm initial observations by the certified soil tester (CST) relating to the presence or absence of redoximorphic features in the A horizon and subsoil. In-situ soil texture, structure, and consistence factors were also reviewed as they relate to wastewater application rates. Other site conditions such as percent and direction of slope, landscape position, land surface contour length, and surface water hydrology may also be noted and their effects are factors considered in the recommendations and conclusions portion of this report. Several soil borings were reviewed. The best of those were located in the NE corner of the property approximately 100-125 ft south of the road right-of-way. ___ P~ __ ____ 00-10" 10YR 3/3 sil, 2csbk, mfr, as. 10-13" 10YR 4/4 sl, 2m-cpl, mfr, cw, w/c2f 10YR 4/6 and 6/2 rmfs. 13-20" 10YR 4/4 sl, 2msbk, mfr, wlc3d 7.SYR 5/6 and 6/2 rmfs. 20-26" 7.5YR 414 Is, 1 msbk, mvfr, w/fad 5YR 5/6 and 5/3 rmfs. ~=PP 125ft j ^ =Boring ~ 52 ft ~ I i ~3! N Two hand dug soil borings were constructed to verify that there were no redox features in the A-horizon. One boring is described above. No redox features were observed in the A-horizon of soil boring profiles I reviewed. Therefore, the following recommendations can be made: 1. The basal soil application rate should be 0.2 gpd/ft"2 to ensure adequate- basal infiltration area .exists when soil saturation is highest. 2. The linear loading rate should be < 4.5 gpd/ft to spread the wastewater load out along the contour and lessen the possibility of toe leakage occurring. 3. Platy structure was apparent in the subsoil profiles I reviewed. Chisel plowing to a depth of 14 inches should improve wastewater infiltration into the soil. 4. The mound structure shall be designed to deflect surtace water around the mound. If there are any questions regarding this report, please contact me. L roy. G. Grote, CS 774 E4366 353`d Ave Menomonie, WI 54751 Owner Name and Address: Tyler Behr 2555 110th Ave Woodville, WI 54028 An onsite soils verification was conducted at the above referenced site as per district policy for all sites with less than four inches of unsaturated soil below the bottom of the A horizon. Two hand dug soil borings were constructed to verify that there were no redox features in the A-horizon. It is my opinion that the soil and site conditions as reported by CST Grote on his report dated July 15, 2003, are correct and accurate. No redox features were observed in the A-horizon of soil boring profiles I reviewed. Therefore, the following recommendations can be made: 1. The basal soil application rate should be 0.2 gpolft"2 to ensure adequate basal infiltration area exists when soil saturation is highest. 2. The linear loading rate should be 5 4.0 gpolft to spread the wastewater load out along the contour and lessen the possibility of toe leakage occurring. 3. Platy structure was apparent in the subsoil profiles I reviewed. Chisel plowing to a depth of 16 inches should improve wastewater infiltration into the natural soil before lateral flow predominates beloVJ the system. 4. The mound structure shalt be designed to deflect surface water around the mound, and an up slope waterway shall be built to intercept and divert both surface and subsurtace waters away from the mound area. If there are any questions regarding this report, please contact me. All vegetation must be removed from the mound site. 2. Mound site soils must be relatively dry prior to plowing and sand placement. 3. Chisel plowing shall be a single pass to a depth of 16 inches to reorient any primary or secondary platy structure in the upper soil horizons. 4. Surface runoff diversion ditch shall commence nominally 20 feet west of the west system end at a nominal elevation of 102 and terminate about 170 feet later about 20 feet past the east system end at an elevation of nominally 98.6. This will give a pitch of 2% to the diversion. 5. The diversion ditch shall be constructed with a flat bottom of about 3 feet width, about 6 inches below grade at the west end and about 18" below grade at the east end, with side slopes of 4:1. The ditch must be seeded and mulched at the same time as the mound system is seeded and mulched. 6. Additional sail shall be placed near the center of the mound up-slope toe such that a nominal 2 percent gradient is established from the center to both the east and west mound ends; this is to ensure that the mound structure does not trap any surface runoff which would add to the effluent hydraulic load. 7. The diversion ditch and the mound system itself shall be fenced from the crop land by a structure sufficient to prohibit agricultural operations within the described area and down-slope of the down-slope toe termination for an additional 15 feet. Page 8 of 9 .. System Management Management of this system is critical. As a condition of approval of these plans this system management section must be reviewed with the owner, and the owner must be provided with a complete set of plans including this management section. If problems develop with the adsorption system or any other system components, the installing plumber or the St. Croix County Zoning Office, 71 ~- 386-4680, should be contacted for assistance. General Proper functioning of an on-site disposal system, "septic system," is significantly dependent on the volume of water which flows into the system and the level of contaminants in that volume. The lower the volume of water and the lower the level of contaminants, the better and longer the system will function. Typical system components include a septic tank or compartment to settle out solids and contain greases and oils, a filter on the outlet of the septic tank to retain small particles of the same density as water, a pump tank or compartment to allow a dose to be accumulated, a pump and controls, and finally some type of soil adsorption cell to recycle the water in a manner to protect ground water quality and public health. 1 . If the septic tank is installed prior to sheet-rock and/or painting, pump the septic tank before normal use begins to ensure adherence to contaminant load design criteria. 2 Install water-saving appliances whenever and wherever possible. 3. Repair even small water leaks as soon as possible. 4. Never pour grease or oil down any drain or stool. 5. Garbage disposals are not recommended; if you must have one, use it sparingly. 6. No paper products other than tissue should go into the system. 7. No chemicals should go into the system. 8. Avoid surge flows of water; try to spread. laundry throughout the week. 9. Septic tank effluent must be less than or equal to the design criteria specified in page 2 of these plans. 10. if septic or pump tanks are no longer used, they must be properly abandoned. 1 I . If construction timing and weather could create a frozen infiltration system, weather-proofing with plastic sheeting and heavy mulching may be required to maintain a functional system at start-up: Maintenance l . The septic tank must be inspected every three years by a properly licensed person. 2. [f necessary, the septic tank must be pumped to remove solids and scum; pumping is required if the combined scum and solids volume equals one third of the tank volume. 3. When the septic tank is pumped, any solids in the bottom of the pump tank must be pumped, and the filter must be back-washed into the septic tank to remove accumulated material. 4. Periodic observation pipe inspections should be made by the homeowner to examine the state of the in-situ soil adsorption cell. Quarterly inspections are recommended; a licensed plumber should be notified if effluent is consistently ponded in the adsorption cell. 5. if this system contains specific treatment components other than those mentioned here, maintenance requirements will accompany their specifications. 6. The pumping components for this system include an alarm which must be installed and remain on a separate circuit from the pump. If the alarm is activated, minimize water use and notify a licensed plumber for service as soon as possible. The system allows reserve capacity to accumulate some necessary flow until normal service can be restored; this volume is minimal, and no more than one or two days should pass before any necessary repairs can be made. 7. Avoid compaction such as vehicle traffic within 15' down-slope of the adsorption system. 8. Avoid disturbing the system itself such that might encourage erosion or disturb the required seeding of the system. 9. Particularly avoid winter traffic such as sliding or snowmobiling which might compact snow and lead to increased frost depth. 10. Surface drainage must be diverted around the system; avoid landscape changes which might send surface run-off into the system area. 11. Warning: Do not enter septic, pump or other treatment tanks; death may result because they may contain lethal gases or insufficient oxygen. Contingency Plan Wastewater monitoring of volume and quality is not a normal requirement for low effluent strength systems; such monitoring may become necessary if problems develop. Any necessary monitoring shall be done in accord with the requirements of Comm 83.4 (2). Pumping and hauling of wastewater may be necessary while analysis and repairs are implemented. Additional testing, designing, and/or installation of additional treatment components or conversion to a holding tank may be necessary. The St. Croix County Zoning Ordinance allows 2 farm related residences on an exclusive ag- zoned tract of land that existed under "common contiguous ownership" on the date that the Town of Baldwin adopted exclusive agriculture zoning. The Town of Baldwin adopted exclusive agriculture zoning on March 8, 1983, the 1982 plat book indicates that the Nl/2 of the NE'/4 (80 acres) was contiguous ag land owned by Al Cronk; in addition, their was a 152 acre parcel located adjacent and to the north of this property owned by A.C. Cronk. For the purposes of this letter the zoning department is assuming that the 152-acre parcel was under different ownership. Should you or the Town wish to research the deeds further and come to the determination that the same party owned the 152-acre parcel to the north on March 8, 1983 this determination would change. The zoning department has concluded that the 80-acre parcel is eligible for 2 agricultural residences. The east 40 acre was rezoned to Ag II in 2000 and a CSM was recorded March of 2000. The NW '/o, NE '/4 thus is eligible for two farm residences. Please note you may not be able to subdivide the residences as I recall that the Town of Baldwin subdivision ordinance only allows two lots to be split in five years -the two lots split on the Ag II property to the east appear to have been granted that eligibility. We are asking for one (1) additional dwelling to be placed upon this land under the Exclusive Ag. rules that pertain fio allowing additional dwellings as long as the residents of those dweNings are contributing to the maintenance of the farming operations. Thank you for your time and input into this matter. ~ ,........,,,~ y ~`~C ONS~ .~ ~ JOSEPH W. ~'~ * t GRANBERG S-2295 i NEW RICHMQND WI ~~ ~''~•.., 4Q S URV~~ Si cerely Joseph W. Gran rg S-2295 .
