APPROVAL OF MINUTES 1. Traffic Safety - Regular Meeting - Jul 16, 2014 10:00 AM Minutes were accepted as written. Motion made by Greg Helgeson and seconded by William Peavey. RESULT: ACCEPTED PUBLIC COMMENT* BUSINESS ITEMS 1. Discussion on CTH B & CTH N Intersection Todd Rehnelt advised that over the past five years, there have been five accidents at this intersection. Four of those accidents occurred prior to the improvements that were made in October of 2012; and one accident occurred after the improvements. The accident that occurred after the improvements were made, was due to inattentive driving. He further advised that the intersection meets all federal design standards. He also advised that other options for improvement have been looked at, however, changing the traffic patterns could cause more accidents. This topic was discussed at length. Bethany Olson thanked the committee for listening to her concerns and requested that a re-evaluation of the intersection occurs, if there are more traffic accidents at that location. RESULT: DISCUSSED 2. Traffic Matter for Faith Community Church Larry Szyman explained specific problems/concerns that the members of Faith Community Church are encountering with the traffic on Carmichael Road when entering and exiting their facility. There is concern with the new addition that Faith Community is adding, that these problem will only increase as more members join their church. He asked the committee for ideas/suggestions on how some of these problems could be alleviated. After much discussion, the committee informed Mr. Szyman that since the Town of Hudson has jurisdiction, these concerns should be addressed with the township. RESULT: DISCUSSED 3. Status Update on the 233rd St Bridge over I-94 Greg Helgeson advised that traffic is down to a single lane right now, as a result of the bridge not being structurally safe after being struck by a vehicle. Replacement of this bridge is scheduled to take place in 2016; work is expected to start in April of 2016 and last for approximately two to three months. RESULT: DISCUSSED 4. Discussion/Follow-Up on STH 65 / 70th Avenue - Flying J Truckstop Greg Helgeson informed the committee that there is an improvement project scheduled to take place in 2017. There is a Public Informational Meeting scheduled to take place at the Roberts Village Hall on Tuesday, October 28, 2014 from 5-6:30 p.m.; there will be two different options for improvement discussed at this meeting. RESULT: DISCUSSED 5. Legislative Report & Laws of the Month Dennis Johnson provided the committee with two handouts: 1) Celebrate My Drive (State Farm Insurance) Grant Contest: The Celebrate My Drive Promotion encourages teens to make positive choices as they begin driving. Students, schools, communities, friends and families uniting to make safe driving commitments. The 100 schools with the most commitments will be awarded grants. National Teen Driver Safety Week is October 15-24, 2014. 2) Winter Equipment and Winter Driving Tips handouts are to remind everyone to equip their vehicles with survival gear and to prepare themselves for winter driving. Dennis Johnson then informed the committee that there have been 381 fatalities so far this year in Wisconsin, compared to 423 fatalities at this same time last year (this is an historic low). The 5 year average is 443 as of Sunday, October 12, 2014. Traffic Deaths in September were the lowest for the month since the mid-1940's. 43 people died, and the average is 57. The deadliest September was in 1973 with 116 fatalities. The committee was reminded that November is the worst month for deer crashes. Dennis Johnson also advised that St. Croix County was not eligible for any grants in 2015; however, Baldwin, Hammond and Woodville were each granted a $4000 Click It or Ticket Grant. RESULT: DISCUSSED 6. State Patrol Traffic Report Trooper Erickson advised that two troopers have transferred out of St. Croix County. Hopefully they will be replaced by new transfers into St. Croix County or two new members of the class that will be graduating in December and available in March of 2015. RESULT: DISCUSSED 7. Fatality Reports Chair Klatt advised the committee that we have had three fatalities in St. Croix County since our last meeting. RESULT: DISCUSSED ANNOUNCEMENTS & CORRESPONDENCE Dennis Johnson provided the committee with the 2015 Traffic Safety Commission Meeting Dates.
