APPROVAL OF MINUTES 1. Traffic Safety – Regular Meeting – April 15, 2015 10:00 AM Minutes were accepted as presented. State Highway safety / traffic improvement projects for 2016-2020 - update Greg Helgeson informed the committee of upcoming improvement projects as shown on the attachment. Discussion, questions and answers followed Greg's presentation. Planned projects utilize current traffic data as well as evaluations of future traffic needs due to population growth. New interchanges will consist of roundabouts due to cost effectiveness, as well as safety. St. Croix County has the most roundabouts and also the most traffic. The I-94/CTH T project could begin as early as this winter, otherwise by spring 2016. It is first on the list of projects. The I-94/STH 128 project will be bid next fall with proposed completion late 2017. This project will affect Kwik Trip, they will look at ways of keeping it open. Proposed bridges at 233rd and CTH BB are still listed in the future, believed to be in 2016. 2. State Patrol Laws of the Month Dennis Johnson gave an overview of the Laws of the Month that were part of the Agenda packet: October ~ Motorists will need to share the roads with farm equipment and other slow- moving vehicles during harvest season November ~ Motorists need to follow common-sense precautions to meet the challenges of winter driving in Wisconsin December ~ December is National Drunk & Drugged Driving Prevention Month - drugged drivers in Wisconsin face severe punishments 3. Legislative Report Covered items enacted, passed in committee and public hearings held. 4. State Patrol Fatality Report Dennis Johnson reported numbers are up 17.4% from 2014, but not far off from the 5- year average. Bicyclist's fatalities up 333% -- 13 compared to 3. 5. State Patrol Traffic Report Dennis Johnson provided an overview of the Bureau of Transportation Safety (BOTS) Report, 4th quarter, 2015. a. Expecting high numbers this fall for potential deer crashes. b. 2016 grants: Hammond, Hudson and New Richmond received "Click-It or Ticket" and "May Mobilization" funds which will help with equipment purchase costs. c. Community Maps: Usage of the program for crash mapping. Information given on how data is utilized when crash mapping is used. In the future TraCS and Community Maps programs will be integrated to make sharing data easier. Data can and is used to review problem sites and incorporate safety plans as needed. 6. St. Croix County Crash Report/Review Chair Klatt informed the committee that St. Croix County has had 4 fatalities since our April meeting. 7. Town of Emerald - CTH D issue Donan Wink represented the Town of Emerald concerning speed control issues. Flags had been installed with new speed limit signs prior to the meeting; and, feels the issue is resolved. ANNOUNCEMENTS & CORRESPONDENCE Carah Koch and J.R. Dachel were welcomed to the committee. Sergeant Brian Erickson stated they are down one trooper and are currently interviewing for the position.
