APPROVAL OF MINUTES
1. Traffic Safety – Regular Meeting – July 20, 2016 10:00 AM
Minutes were accepted as presented.

BUSINESS ITEMS
1. State Patrol Laws of the Month
Elizabeth presented, see forthcoming attachment.
2. Legislative Report
Elizabeth presented, see forthcoming attachment.
3. State Patrol Fatality & Traffic Report
Sgt Brian Erickson had nothing to report.
Elizabeth gave information on State-wide traffic fatality totals.
Jeff Klatt informed the Committee that at present there has been four St. Croix County
fatalities for 2016. The County averages 12-13 fatalities per year.
4. CTH E Houlton Hill to Stillwater Bridge - Update and Recommendations
Tim Ramberg presented updates. Deputy Steve Ryan has portable scales to use when
monitoring traffic, "Bike Route" signs have been removed; and, modified "Posted"
weight limit road signs have been added.
Discussion followed with no recommendations.
5. Intersection STH 35 / CTH C / STH 64 WB exit ramp, east of Somerset
Greg Helgeson presented map attached, stating there have been 8 crashes since signal
light was installed. May change signal light to include a flashing yellow arrow for turn.
Will continue to monitor and improve if possible.
6. One Bike & Pedestrian Highway Striping Lane Width Recommendations
Tim Ramberg and Todd Rehnelt presented. Requested committee weigh in on
recommendation. Clarified that this recommendation will be a to be considered item, not
a shall be considered item.
Discussion was held on lane widths and highway stiping. Tim Ramberg stated this was
only for County highway roads.
Motion by: Greg Helgeson, seconded by William Peavey:
Motion: St. Croix County Traffic Safety Commission supports the St. Croix County's
proposed bike/pedestrian srtiping plan where applicable, according to Wisconsin
Department of Transportation Facilities Development Manual, Section 11-40.
Motion passed unanimously
7. Intersection STH 12 and STH 128 in Springfield Township
Greg Helgeson presented map attached with crash data. Information covered types of
accidents, past improvements and possible improvements. Possible improvements
included stop signs, roundabouts, and/or redesigning intersection. Discussion followed.
Motion by: William Peavey, seconded by Tim Ramberg:
Motion: Endorse the concept to perform minor reconstruction to the intersection and
provide for a 4-way stop at STH 128 and USH 12.
Motion passed unanimously
ANNOUNCEMENTS & CORRESPONDENCE
Rick Olig, Olig Consulting LLC and Elizabeth Heflin, Wisconsin Department of Transportation -
Northwest Regional Program Manager asked that Community Mapping be added to the next
agenda.
JR Dachel questioned the completion date for CTH BB bridge over I-94. Tim Ramberg stated
November 11th, and CTH T over I-94 is set for late November.
