1. Traffic Safety – Regular Meeting – October 19, 2016 10:00 AM
Minutes were accepted as presented.

BUSINESS ITEMS
1. State Patrol Crash & Traffic Report
Trooper Erik Wickstrom presented the Laws of the Month.
Elizabeth gave information on State-wide traffic fatality totals.
RESULT: DISCUSSED
2. St. Croix County Crash Report
Chair Klatt advised that we have had three fatalities during the period of October through
December 2016, and three more during the period of January through April 19, 2017.
RESULT: DISCUSSED
3. Anatomy Of Traffic Safety - St. Croix County
Elizabeth presented, see forthcoming attachment.
RESULT: DISCUSSED
4. State Patrol Laws of the Month
April - Roundabout Safety; yielding to large vehicles;
May - After a crash, motorists advised to move their vehicle out of traffic if possible;
June - Safety devices required when towing trailers.
RESULT: DISCUSSED
5. Legislative Report
Elizabeth advised that she would send an electronic copy to all members.
Randy mentioned some newly introduced bills.

6. Intersection of STH 35 / STH 64 eastbound exit ramp / CTH C, Somerset, traffic signal
phasing change
Greg gave an update on the changes to this intersection.
RESULT: DISCUSSED
7. 2017 State Highway construction projects
Discussion on the St. Croix Crossing project, which will be open to traffic in August
2017.
Greg advised of numerous construction projects that will be taking place in 2017, some
of which include:
I-94 / STH 128 interchange reconstruction;
Highland Drive bridge replacement over I-94, east of Roberts;
STH 65, USH 12 to CTH G maintenance crackfill project;
STH 35 median cable barrier project;
I-94, St. Croix River - USH 12, adding auxiliary lanes between various ramps & a 3rd
westbound lane;
RESULT: DISCUSSED
8. Intersection of STH 12 & STH 128, status of 4-way stop conversion project
Greg advised that this intersection will go from a 2-way to a 4-way stop.
RESULT: DISCUSSED
9. Wisconsin Traffic Safety Commission guidelines
The committee was advised that the TSC Guidelines can be found on-line at
wisconsindot.gov.
RESULT: DISCUSSED
10. Community Maps
Randy presented a demo on the Wisconsin County Traffic Safety Commission crash
mapping which is a Google based program. An interface between the crash form and the
crash mapping will eventually become available.

11. Old CTH E & Hawk Street - In front of Houlton Elementary School
This item was added to the agenda per the request of citizen, Dana Cahoon. Dana voiced
many concerns regarding the safety of the students/teachers/parents, etc. A lengthy
discussion took place with all in attendance. Tom Spaniol advised that the new bridge
will be open very close to August 1st, which will result in the closing of the old lift
bridge, which will significantly cut down the traffic in this area. Greg advised that he
would contact the DOT supervisors to discuss these issues.

REQUEST FOR FUTURE AGENDA ITEMS
J.R. Dachel requested that we add the topic of amber lights on school busses to our next meeting
agenda. He advised that the passing stop arms tickets have skyrocketed, and we need to increase
awareness of the meaning of the amber lights.
