Traffic Safety – Regular Meeting – July 19, 2017 10:00 AM Supervisor Achterhof requested the July 19th meeting minutes be corrected in the Roll Call to reflect that her status was excused from that meeting; not absent. PUBLIC COMMENT BUSINESS ITEMS 1. State Patrol Update Fatality at CTH G & 140th Street Law of the Month - Headlamp Requirements RESULT: DISCUSSED 2. St. Croix County Crash Report Fatality - 10/03/17 - New Richmond - 6 year old female/Car - Passed away on 10/07/17. Fatality - 10/11/17 - CTH G / 140th St. - 16 year old female/Semi - Preliminiary report is that the female ran the stop sign while on the phone. Robbie Krejci stated there may be a community movement/petition for a structure change at that intersection; it is still in the early stages. Captain Klatt advised that there have been seven fatalities in St. Croix County to date. We are at the same number as last year at this time. RESULT: DISCUSSED 3. Reporting Wrong Way Drivers Greg Helgeson is requesting that reports of Wrong Way Drivers be sent to the State Operations Center. RESULT: DISCUSSED 4. Intersection of USH 12 / CTH T / CTH TT, 3-Way Stop, Village of Hammond Greg discussed the possibility of a 3-Way Stop, and is looking for feedback on a possible future project. Hammond Chief Coltrain presented information on a recent accident that took place at this intersection. Randy Weissinger noted that a future design schedule is on the web. RESULT: DISCUSSED 5. BOTS Update Randy Weissinger provided the following information: Five Year Fatality Average is 11, which is trending high. Regarding the recent fatalities (ie. CTH G & 140th Street), there is a need for more resources concerning Driver Behavior/Decision Making. Example: There is a "100 MPH Club" that people are joining. Folks SnapChat their speedometer at 100 mph and "you're in". Community Maps: Information was given on how data is utilized when crash mapping is used. In the future, TraCs and Community Maps programs will be integrated making sharing of the data easier. Data can and is used to review problem sites and incorporate safety plans as needed. A demonstration was presented on screen, using SCC data. Captain Klatt presented a hand out which provided data on Yearly Fatalities dating from 1960 to 10/17/2017 (see attachment). RESULT: DISCUSSED 6. Sign Post Safety Enhancement Discussion - CTH E / CTH V Robbie Krejci advised that this intersection has been looked at, and he has spoken with township personnel, and no changes are planned. Both Captain Klatt and Sgt. Erickson have watched this intersection with no issues witnessed. Red reflectors are being added to posts as a lower cost enhancement, adding visibility to signs. A county wide safety plan is being researched. RESULT: DISCUSSED 7. School Bus Stop Arm Violations JR Dachel presented the following information to the committee: Baldwin District has had 14 violations thus far this year; two were from traffic approaching from the rear, and the remainder were from oncoming traffic. Information pertaining to Amber/Red bus lights - The meaning of each color when activated; when the State of Wisconsin adopted the program; and the lack of public awareness in media needs to be addressed. All violations have been recorded on camera and are available to law enforcement if needed for court. Randy Weissinger advised that the Wisconsin School Bus Association has informational videos available on the web @ WI-SBA.ORG. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Randy Weissinger would like to give a 10-15 minute presentation on a 3 Year Traffic Safety Plan at the next meeting.
