Jacci Ziebert, Analyst BOTS-WSP, and County Board Chair Roger Larson.
APPROVAL OF MINUTES
1. Traffic Safety Regular Meeting April 17, 2019 10:00 AM
Minutes were accepted as presented.

BUSINESS ITEMS
1. State Patrol Crash & Traffic Report
Sergeant Danielson discussed the challenges of conducting traffic stops in construction
zones.
RESULT: DISCUSSED
2. St. Croix County Crash Report
Chair Klatt advised that we have had eight fatalities since our last Traffic Safety Meeting
in April. He presented a brief synopsis on each incident.
RESULT: DISCUSSED
3. STH 64 & CTH T Intersection (Jeff K.)
Chair Klatt notified the group that Channel 5 presented a story on this intersection, and
inquired about crash data. The incident on July 19th, was the 1st fatal accident at this
intersection since the upgrade of the intersection that was done in 2009, and there has
been a 45% reduction in crashes since that upgrade. A lengthy discussion took place
regarding the intersection.
Countywide crash information maps were provided to the committee and discussed.
RESULT: DISCUSSED
4. WisDOT Legislative Report
Trace Frost provided up to date fatality information that covered the entire State of
Wisconsin. He also advised the committee that there have been updates to the
community mapping system, which enables us to go to the DSP Legislative Update for
current information and legislative reports.
Jacci Ziebert then gave a power point presentation which provided the group with
crash data from 2017 to 2019.
RESULT: DISCUSSED
5. 2019 Construction Project Updates (Dan B.)
Dan Bieberitz updated the group on the progress and time lines for all current
construction projects that are taking place in our county.
RESULT: DISCUSSED
6. CTH VV - STH 35/64 to CN Rail Bridge West of Somerset speed study (Rob K.)
Robbie Krecji updated the committee on the results of the speed study that was
conducted, and advised that the speed limit has been reduced down to 40 mph when
leaving Somerset, and this continues until you reach the American Legion, where the
speed limit then goes up to 45 mph.
RESULT: DISCUSSED
7. Speed Issues/concerns CTH H - CTH CC - Old Mill Road (Rob K.)
Robbie Krecji advised that he has received numerous requests from citizens, asking for
extra patrol for speeders in this area. He then advised that this stretch of roadway was
just reconstructed and the speed limit is set at 35 mph.

8. Digital Speed Limit Sign Pilot Study - County-wide (Rob K.)
Robbie Krecji advised that when pulling all crash data, the top three reasons for crashes
within St. Croix County is speed. There are four major hot spots: 1) Burkhardt; 2) CTH H
(south of Cedar Lake) ; 3) CTH I (between CTH A & CTH E); & 4) CTH D (in Emerald).
A temporary digital solar powered speed limit sign was set up on CTH H, and while
that was in place, Robbie received positive feedback from residents in that area.
Digital speed limit signs allow us to pull data from them, and more have been
ordered but have not yet been received. They will be installed as soon as possible
once they are received.

9. Revising Speed Limit on CTH GG from 140th St. to Peninsula Heights from 45 MPH
to 35 MPH (Rob K.)
Robbie advised that the speed limit in this location has been reduced from 45 mph to 35
mph.
RESULT: DISCUSSED
10. County Construction Projects Update (Rob K.)
Robbie informed the committee that there are two projects remaining. USH 12 is in the
books; however, will not take place for approximately 3-4 years, since it is a back up to I-
94, and we cannot close both areas at the same time. Therefore, it will take place after
the current I-94 project is completed.
RESULT: DISCUSSED
11. ATV/UTV Route Update (Rob K.)
Robbie notified the group that the first ordinance for three routes has been approved.
Complete information is available on the St. Croix County website.
RESULT: DISCUSSED
REQUEST FOR FUTURE AGENDA ITEMS
Robbie requested that the "Hands Free" law be added to our next meeting agenda to further
discuss this proposed bill. He advised that he will be requesting a letter be sent to
Representative Warren Petryk, advising that the St. Croix County Traffic Committee supports this
bill.
