APPROVAL OF MINUTES
1. Traffic Safety Regular Meeting October 23, 2019 10:00 AM
Minutes were accepted as presented.

PUBLIC COMMENT
BUSINESS ITEMS
1. State Patrol Crash & Traffic Report
Sergeant Danielson presented a handout to the committee (handout is attached to these
minutes). Brief discussion was held.
RESULT: DISCUSSED
2. St Croix County Crash Report
Chair Klatt informed the committee that St. Croix County has had three fatalities so far
this year, compared to 13 at this same time last year.
RESULT: DISCUSSED
3. WisDOT Bureau of Transportation Safety Report
Dan Kontos, Law Enforcement Liaison, introduced himself to the committee. He
presented a slide show (packet is attached to these minutes).
Dan Bierberitz updated the committee on the following construction projects:

1. I-94, STH 128 - 250 St: Will be doing median restoration and paving this week
or next week (weather dependent). The project is still on schedule to be completed
by mid November.
2. I-94, Kinnickinnic River to CTH T: This project is complete.
3. USH 12, USH 63 - STH 128: Project is about 95% complete. They are working
on a barrier just east of CTH NN to finish up. Next year, we will work on the
intersection of USH 12 & STH 128 to make it a 4-way stop.
4. STH 35 & CTH M, River Falls. This is a safety improvement project installing a
jug-handle. Items that need to be completed yet are paving, lighting and
st
landscaping. Expected completion date is Oct. 31; however, with the recent snow
fall/cold weather, the project may extend into November.
RESULT: DISCUSSED
4. STH 128 near Wilson Kwik Trip (JK)
Chair Klatt advised that the additional signage has made a slight improvement;
however, there are still issues. Robbie Krejci noted that he has received many
complaints about this area. A lengthy discussion ensued.

5. CTH A - Town of Hudson (JK)
Robbie Krejci informed the committee that Ayers & Associates are working on some
improvement plans for CTH A.
RESULT: DISCUSSED
6. Applications for ATV Routes - CTH TT-170th St to Village of Hammond Limits & CTH
D-150th Ave-Emerald (RK)
Robbie Krejci discussed the application process; he advised that new requests must
be submitted by 1/31 of each year, and decisions are to be made in March of that
same year.
RESULT: DISCUSSED
7. County Construction Project Update (RK)
Robbie Krejci updated the committee on the following:
1) The CTH I & CTH E surface project, and enhancements that were made;
2) CTH A & CTH E transitory project is complete, but may be re-aligned again
in the future;
3) The traffic population on CTH I has grown immensely;
4) CTH GG - the speed limit was lowered (urban transition); and
5) CTH V & CTH E - a designer is looking at this area and has some good
ideas on how we can enhance that intersection;
5) CTH N from the west end (near STH 65) to the east, top lift asphalt project
was scheduled for this year, but has been postponed until next year.
A very lengthy discussion regarding all of the water problems our county
experienced in June, which resulted in many road closures, a washed out bridge and
one death. St. Croix County had $225,000 to $250,000 worth of flood damage.

8. 2020 ATV Route application update (RK)
This was a duplicate entry (see Business Item #8278).
RESULT: DISCUSSED
REQUEST FOR FUTURE AGENDA ITEMS
Robbie Krejci requested that Work Zone Safety Group be added to our next agenda. He
advised that he is looking for support from our committee on the Flagger's Bill of Rights.

Our next meeting will be held on Wednesday, January 20, 2021 at 10:00 a.m. at the Highway
Department in Baldwin.
