APPROVAL OF MINUTES
1. Traffic Safety Regular Meeting October 21, 2020 10:00 AM
Minutes were approved as presented.

ANNOUNCEMENTS & CORRESPONDENCE
Chair Klatt asked Robbie Krejci if he had received any ATV applications and Robbie advised that
he has received one for CTH NN & CTH N.
BUSINESS ITEMS
1. State Patrol Crash & Traffic Report
Sergeant Danielson presented statistics regarding the incidents that took place during
the snowstorm that started at approximately 8:00 a.m. on 12/23 and continued until
approximately 11:00 p.m. on 12/24. The main problem areas were I-94 and STH 65 N.
Robbie Krejci advised that the Highway Department had up to 10 highway trucks out
at one time; normally there are 5 trucks out.
RESULT: DISCUSSED
2. St. Croix County Crash Report
Chair Klatt informed the committee that we had one fatality since our last meeting in
October, 2020. The total number of fatalities for 2020 was 6.
RESULT: DISCUSSED
3. WisDOT Engineer Report
Dan Bierberitz presented the following Construction Project Updates for 2021:
1. STH 35, Front St. - North End Road: This is a storm sewer and reconstruct project.
The expected start date is April with a November 30th end date (weather permitting).
The project is still on schedule to be completed by mid-November. There will be a
detour route using HWY 95/St. Croix River Bridge on the Minnesota side as well as a
temporary bridge signal for local traffic who don't want to take the detour.
2. USH 12, CTH U - STH 65 west junction: This is a mill and overlay project. It is
likely to begin in May and be completed by September 1st. There will be a detour
using USH 12 to STH 65. Part of this project includes the base for setting up a
weight in motion scale, which will be installed a couple of years from now.
3. USH 12, STH 65 to USH 63 & USH 63 (North/Sourth) to USH 12 south junction:
This project involves culvert replacement, intersection upgrade to all-way stop (HSIP)
and overlay. During the culvert replacement and intersection upgrade, there will be
a detour using I-94. During the overlay, there will be flaggers for traffic control. The
let date is in July. Construction may be in late summer/early fall or be scheduled in
2022.
4. I-94 bridge deck sealing. There will be various bridges that will be resealed in St.
Croix County this summer. There will be off-peak lane closures during the work.
RESULT: DISCUSSED
4. STH 128 & Kwik Trip Driveway
Dan Bieberitz informed the committee that WisDOT is currently looking at an
improvement option for this driveway and will likely apply for Highway Safety
Implementation Program (HSIP) funds this March to accomplish the improvement.
Applications are due March 15th. WisDOT staff are planning to meet with
representatives from Kwik Trip letting them know about our proposed option before we
proceed with any formal plan/application. A motion was made by William Peavey and
seconded by Robbie Krejci, to allow Chair Klatt to create a letter of support for the
changes at this Kwik Trip driveway on behalf of the St. Croix County Traffic Safety
Commission. Motion passed.
RESULT: DISCUSSED
5. WisDOT Bureau of Transportation Safety Report
Dan Kontos advised that the number of crashes are declining, but the severity has gone
up. Probable reasons are more drivers on the roadways, higher speeds and reckless
driving. See attachments to review additional data that Dan presented to the committee.
RESULT: DISCUSSED
6. CTH E / CTH V - Design Project Update
Robbie Krejci presented information regarding a reconstruction project on CTH E, east of
STH 35 to 1000' east of CTH V. He advised to maintain existing traffic control, lighted
LED stop signs will be added, as well as dedicated right turn lanes on CTH E.
RESULT: DISCUSSED
7. CTH A - High Risk Rural Roads Project (2021) Update
Robbie Krejci informed the committee that 17% of all traffic accidents that take place in
St. Croix County, take place on CTH A between New Richmond and Hudson. He advised
that he has applied for a High Risk Rural Roads (HRRR) grant/funding for CTH A. There
are numerous enhancements that are being looked into, such as center line rumble
strips, enhanced, wider paving markings (4-8" fog lines) and signage enhancements.

8. CTH A / CTH K - 115th Street Intersection
Robbie Krejci advised that he is looking into adding video speed signs to this
intersection. Currently, St. Croix County has four of these signs.
RESULT: DISCUSSED
9. Work Zone Safety Group - Flagger's Bill of Rights
Robbie Krejci discussed potential legislation involving work zone issues. The proposed
-hour
maintenance vehicles to utilize green warning lighting.
RESULT: DISCUSSED
REQUEST FOR FUTURE AGENDA ITEMS
Robbie Krejci requested that CTH A & McCutcheon Road intersection control evaluation be
added to the agenda for our next meeting.
