BUSINESS ITEMS
1.Financial Report
Ramberg reviewed the financial report from 12-31-2012 with the Committee.
2.Review WisDOT/Governor's Proposed Transportation Budget
Ramberg highlighted items in the Governor's proposed changes in the Transportation
budget.
3.Review and Consider Highway Department Policies and Work Rules
Ramberg shared the purpose of the work rules and departmental policies as it pertains to
the employment changes for represented employees as outlined in Wisconsin Act 10. He
noted that the policies and work rules have been developed over time to promote and
support the Highway Department's plan of operation. The Committee concurred with the
policies and work rules as presented and noted that it is at the discretion of Highway
Commissioner to amend them as needed. A motion was made and seconded
(Malick/Ostness) to table this item indefinitely. Motion carried.

4.Review Proposed 2013 Construction Season Work Schedule
A list of proposed county maintenance and construction projects was reviewed by the
Committee.
5.Consider WisDOT I-94 /CTH "T" Bridge Design Alternatives to Submit for Comments
After review of the proposed I-94/CTH "T" bridge design, a motion was made and
seconded (Malick/Ostness) to submit comments to WisDOT on their selected alternative,
on behalf of the Transportation Committee the following; round-a-bout construction
sufficient for agricultural use, the height of the center island is not intrusive to site or
maintenance concerns, the design of the inside and outside curbs is tapers and compatible
with the traffic patterns and maintenance activities and site distance is improved at the
intersection points. Motion carried.

6.Review CTH "E" Road Construction Schedule of Land Interests
Ramberg reviewed with the Committee the schedule of land interests for the property
adjoining the upcoming CTH "E" project. A motion was made and seconded (Brian
Hurtgen/Malick) to approve the schedule of land interests as presented. Motion carried.
7.Review CTH "BB" Road Construction Schedule of Land Interests
A schedule of land interests for the property adjoining the upcoming CTH "BB" project
was reviewed by the Committee. A motion was made and seconded (Ostness/Malick) to
approve the schedule of land interests as presented. Motion carried.
8.Review Proposed Draft Wilson Quarry Lease Agreement
Because of a possible conflict, Malick asked to be excused from the discussion and any
potential action on this subject. Ramberg noted that an opportunity is in the initial
discussion phase with a property owner for the Highway Department to utilize material
removed as overburden in a mining operation. He stated that he would keep the
Committee informed as discussions progressed.
ANNOUNCEMENTS & CORRESPONDENCE
Ramberg reviewed the following announcements and correspondence;
Distributed numerous compliments from motorists on the condition of the roads during
recent storms.
Village of Hammond 2013 street project on CTH "T" in front of the Highway
Department buildings.
Highlights from the presentation he participated in on Highway Accounting at the
WCHA Winter Road School
1.State Financial Accounting Presentation
Interview with the New Richmond News on winter roadway maintenance.
Request for proposals will be taken for annual maintenance materials.
Announce the upcoming 2013 Spring Commissioners and Committeemen's meeting on
May 10th.
A constitutional amendment will be placed on the November 2014 ballot for preservation
of transportation funds for transportation use.
