April 28, 2014 11:30 AM Minutes approved upon deletion of Future items include, but limited to: listed under Item 4 Future Agenda Items as per Dave Ostness. 2. May 16, 2014 8:30 AM RESULT: ACCEPTED PUBLIC COMMENT* None BUSINESS ITEMS 1. Financial Report Highway Commissioner Tim Ramberg reviewed the Financial Report correlating it to the status of projects. 2. 2013 Financial Review Highway Commissioner Tim Ramberg reviewed the 2013 Financial Review report. 3. Review Draft Implements of Husbandry (IoH) Ordinance Highway Commissioner Tim Ramberg distributed the ordinance options for the Implementation of Husbandry. Daniel J. Fedderly (via phone) gave a brief overview of the Ordinance. The Transportation Committee has until January, 2015 to adopt an ordinance for St. Croix County. 4. Consider CTH M Speed Limit change request East of River Falls Motion made by Dan Peterson and seconded by Dave Ostness to reduce the speed limit from 55 MPH to 45 MPH on County Trunk Highway M on the east side of River Falls from Meadows Lane to Liberty Road. Motion carried unanimously. 5. Somerset Pit land swap options with the Village of Somerset County Highway Commissioner Tim Ramberg, County Engineer Jeff Durkee, and Patrol Superintendent Jim Krizan presented to the Transportation Committee information and details regarding the land swap with the Village of Somerset. The Transportation Committee requested an update after Commissioner Ramberg meets with the Village of Somerset. 6. Future service needs & possible land purchase Somerset Shop County Highway Commissioner Tim Ramberg, County Engineer Jeff Durkee, and Patrol Superintendent Jim Krizan presented to the Transportation Committee information and details regarding the future needs and land purchase for the possible expansion of the Somerset shop. The Transportation Committee advised Commissioner Ramberg that no action will be taken at this time. 7. Future Agenda Items Please see below. 8. Consider Memorandum of Understanding (MOU) with local units of Governments involving CTH "MM", Radio Road, and Mann Lane Daniel Fedderly (via phone) reviewed the Memorandum of Understanding regarding the concept of Jurisdictional Transfers between St. Croix County, Town of Troy, City of River Falls. Motion made by Dave Ostnes and seconded by Dave Peterson to move forward with the Memorandum of Understanding, with the condition all entities have approved the agreement first. Carried unanimously. ANNOUNCEMENTS & CORRESPONDENCE 1. Announcements and Correspondence St. Croix County Health & Human Services, New Richmond, will host an Open House Tuesday, July 15, 2014. The St. Croix County Fair will begin Wednesday, July 16, 2014. A local resident, Lorry Hawkins, mailed and article to the Highway Department showing activity 100 years ago. The St. Croix County Highway Department was awarded CTH "C" future cost share reimbursement for an estimated $92,182 from the County Highway Improvement Discretionary (CHID) program. The St. Croix County Highway Department completed spray patching at the County fairgrounds. The Stillwater bridge will have bridge inspections for the next two weeks. The bridge will be one lane of traffic during this time. The Wisconsin Department of Transportation added two bridge pilings to the bridge at 233rd Street, Town of Baldwin which crosses over Interstate 94. One lane of the bridge is currently open. The Wisconsin Department of Transportation is looking at alternatives for traffic congestion on 70th Avenue, Town of Warren. The Wisconsin Department of Transportation would like input regarding the intersection of State Highway 12 and County Trunk Highway T, Village of Hammond for a future project in this area.
