APPROVAL OF MINUTES
1. Transportation Committee - Regular Meeting - Jan 9, 2015 1:00 PM
Vice Chair Ostness requested the following changes to the January 9, 2015 minutes;
Item # 3 Consider Joint Meeting with Community Development on Stillwater Loop Trail
Correct the vote to result to reflect approval by a vote of 3 to 2 with Ostness and Peavey
voting Nay.
Announcements and Correspondence item #4 change the wording "this week" to 1/12/15
through 1/14/2015.
Ostness also requested an update from Krizan regarding the damage claim discussed at
the January 9, 2015 meeting.
RESULT: ACCEPTED AS AMENDED

BUSINESS ITEMS
1. Financial Update
Ramberg reviewed the Highway Department financial report for December 2014 as well
as preliminary standings through year end. He also reviewed the winter maintenance
trends from 1984 to present.
RESULT: DISCUSSED
2. Review the Stillwater Loop Trail Resolution created by the Community Development
Department
Ellen Denzer, Dan Hanson, Scott Nelson and Dave Ostness all offered wording changes
that will be integrated into the resolution before it goes before the Community
Development Committee for recommendation of approval by the County Board.

Committee meeting recessed at 9:07 am for a Public Informational Meeting regarding CTH A
(Old Highway 64) STH 64-W. 4th Street, ID 8940-00-12, St. Croix County. Jeff Abramson of
Ayres Associates reviewed the scope of the project and answered any questions.
3. WisDOT Review and Update the Stillwater Crossing and various related projects
Tim Mason brought the group up to date on the status of the Stillwater Crossing project
and corresponding road upgrades. He also reviewed the three preliminary construction
phases for the 2015 construction year and the effect on the traveling public during each
phase. Questions were presented regarding the future of the State’s property which is
currently home to an old highway maintenance building and salt storage facility. Mason
noted he would work with the State’s real estate division and the County on this issue.

4. Presentation of Public Awareness of Snow Plow Operations in St. Croix County
Chris Colbeth and Joe Murtha gave an abbreviated version of the snow plow awareness
presentation the County has prepared to introduce high school students to the hazards of
winter driving and ways to remain safe while driving in impaired weather conditions.

ANNOUNCEMENTS & CORRESPONDENCE
Ramberg shared with the Committee a notice from the Village of Hammond regarding their plan
to proceed with the north Davis Street Project. He noted that the County may be liable for cost
increase of the assessments as per our previous agreement.
Ramberg shared an article from January Trend’s magazine regarding the global energy industry.
Rehnelt, Ostness and Ramberg updated the Committee on events from the 2015 Winter Road
School.
Rules and Bylaws Committee update were given by Ostness and Ramberg.
Rehnelt reminded the Committee of the upcoming March 17, 2015 Public Informational meeting
for the Radio Road project.

The March Committee meeting will originate at the Highway office in Hammond and include a
tour at the Metropolitan Airports Commission (MAC) Maintenance Facility.
