Transportation Committee – Regular Meeting – April 13, 2015 8:30 AM Vice Chair Ostness requested the following changes to the April 13, 2015 minutes: Item #4-Consider Communication Tower Projects at Deer Park, Hammond and Somerset Motion made by Dave Ostness and second by Dave Peterson to approve continuation of the Communication Towers and/or shelters at all three locations. Motion carried. Item #5-Consider Sidewalk Exemption County Road J Bridge Motion made by Dave Peterson and second by Dave Ostness to submit an "Absence of Need" exemption for the sidewalk. Motion carried. RESULT: ACCEPTED AS AMENDED PUBLIC COMMENT* None BUSINESS ITEMS 1. Financial Update Ramberg reviewed the March 2015 Highway Department Financial Report. RESULT: DISCUSSED 2. Implement of Husbandry Update Ramberg shared information on IoH law changes made with Act 15, which became law on April 29, 2015. It is intended to clarify and make minor changes to Act 377. RESULT: DISCUSSED 3. Review Adopt-A-Highway Program and other Non-Regulatory Signs within Right Of Way Ramberg shared growing concerns that have developed over time with administering the County Adopt-A-Highway Program, which was adopted in November of 1990. The Committee plans to consider amendments to the program at an upcoming meeting. Other signs in the right-of-way include the Bike Route signing layout and the Water Shed signs. Ramberg shared that these are separate from the Adopt-A-Highway Program and any modifications to these programs will be administered as separate initiatives. RESULT: DISCUSSED 4. Hammond Facility Feasibility Study Status Ramberg and Rehnelt updated the Committee on the Request for Proposals receiv ed. The purpose of this study is to review the current facilities at the Hammond location and bring forward a long range plan as well as address immediate improvement needs. These proposals are being reviewed by staff for award determination by the Highway Commissioner. RESULT: DISCUSSED 5. Update on the WISDOT Salt Shed-Houlton Ramberg and Krizan met with WisDOT staff regarding the potential location for a new State salt shed for the increased service needs in the Houlton area resulting from the Stillwater Crossing project. Ramberg shared Wisconsin DOT State salt shed plan location options and the direction they are giving their engineering consultant for their next study phase. Discussions of the exact location continue. RESULT: DISCUSSED ANNOUNCEMENTS & CORRESPONDENCE May 14 is the West Central District meeting for Commissioners and Transportation Committee members in Pierce County. Ramberg asked who would be attending Summer Road School-Highway Conference to be held on June 8-10, 2015. Ramberg shared information regarding the Village of Hammond Davis Street project. A letter was sent to the Village of Hammond Board members addressing safety concerns of having a sidewalk on the west side of the Highway building. Ramberg shared the rubbilzed pavement proposal prices received came in well below the state- wide average. Ramberg announced the retirement of Doug Rivard, Town of Star Prairie, 16 years on the Board of Supervisors, 14 years as the Town Chair. Ramberg announced a Public Hearing will be held in Madison on Tuesday, May 12, in regards to Assembly Bill 210, that would allow local units of government the ability to receive up to one half of one percent of sales tax for transportation infrastructure improvement purposes. Ramberg shared requests for an Open House at the Highway shop on August 1, 2015 in conjunction with Hammond Heartland Days Car Show. The Highway Safety Committee, Risk Management, and the Highway Commissioner will be considering the idea in the next several months. Ostness updated the Committee on State discussions of the car kill deer program. Ramberg updated the legislative activity regarding current Prevailing Wage law to the Committee.
