CJCC Behavioral Health Subcommittee Regular Meeting March 27, 2023 10:30 AM Chair Rohret asked if after review of the minutes from the CJCC Behavioral Health Subcommittee March 27, 2023 meeting if any editing was needed. With no changes requested the minutes were accepted as submitted. RESULT: ACCEPTED PUBLIC COMMENT Chair Rohret opened the meeting to Public Comment. No Public Comment today. BUSINESS ITEMS 1. Re-Cap of Chief Justice Mental Health Summit in Madison on 4/21/23 & Resuming of Work Group to Draft White Paper Chair Rohret provided a re-cap of the Chief Justice Mental Health Summit in Madison on April 21st. Rohret as well as Chief Young, Judge Waterman, Phil Galli & Jolene Gustafson (Emergency Room Manager from WWH), Shar Lopez, & Sheriff Knudson all attended this Summit. The focus of the summit was looking at ways to design systems within Wisconsin that divert and deflect people with behavioral health conditions away from jail and emergency departments, offering other support options. This summit was much like the one in Vermont as it was based on similar topics and they reviewed a few systems that are already up and running in other states. Several recommendations were made on how states or counties could build a similar system, though there are different opportunities based on the Medicaid systems in each state. No summary has come forward yet, but may hinge on the state budget and what areas the Chief Justice may recommend to pursue. Chief Young agreed that it was similar to the Vermont summit and felt that suggestions made mimic what St. Croix County (SCC) is already trying to do around interventions taking place before law enforcement becomes involved. They feel good connections were made and that it is now even more important to move forward with the White Paper to get support and suggest solutions. The summit did seem to stop short of defining next steps and how these changes could be funded. Eilidh Pederson, sharing on behalf of Jolene Gustafson, said that she thought the Milwaukee County model seemed good and could possibly work here in SCC. Also, looking to Medicaid changes like Vermont did seems like an avenue to keep pursuing and possibly note in our white paper. Rohret shared that Senator James put forward a motion of $15 million of grant funds for DHS to develop 3 regional crisis stabilization centers around the state, so we will be monitoring that to see where it goes and potentially apply. This could help us move forward and get a foundation built. The previously established workgroup of Bob Rohret, Phil Galli, Eilidh Pederson, Epidemiologist Elle Klasen, Chief Young, and Pete Vandusartz will resume work on developing a white paper to make policy recommendations for systems change, with final a goal of completing the white paper to bring to the Board and legislators looking for their support. Questions and discussion followed. RESULT: DISCUSSED 2. Re-Cap of St. Croix County Mental Health Symposium Focused on Addiction, Held 5/17/23 Chair Rohret provided a re-cap of the St. Croix County Mental Health Symposium focused on addiction that was held on May 17, 2023. Rohret shared that this was a huge topic to cover in 2 hours, and several perspectives were covered by a variety of speakers and panel members. There was approximately 70 people in attendance, with 16 vendor tables and refreshments available . One goal of these symposiums is to get medical practices to start looking at addiction differently, as a healthcare concern or like any other chronic disease, and react to it likewise. Thanks to everyone involved. There has been positive feedback and all were impressed with the growth since just last year. The hope is this could become an annual event in Western WI, to continue to get the message out to the community, and continue to reduce the stigma of mental health and increase collaborations to build on each year. 2023 St Croix County Symposium on Addiction and Mental Health - YouTube <https://www.youtube.com/watch?v=xkWEcGURewc> RESULT: DISCUSSED 3. Discussion of Ambulatory Withdrawal Management Pilot in Partnership with Western Wisconsin Health Chair Rohret and Western Wisconsin Health CEO Eilidh Pederson updated the subcommittee on progress in implementing an Ambulatory Withdrawal Management Pilot program ARPA funded through 2024. Pederson announced that today is the launch day for Ambulatory Withdrawal Management at Western WI Health. Dr. Schwartz at Western WI Health (WWH) is the lead for this program which offers medication assisted withdrawal therapy. Clients can come in either for an appointment or via a visit to the Emergency Room. Follow up treatment includes wrap around services with the Behavioral Health Dept. at St. Croix County, and a Care Coordinator from WWH will continue follow up with all referrals. This service is offered 3 days per week and is part of Dr. Schwartz's panel of clients. They are ready for referrals which can be made through the main phone number at Western WI Health and ask to see Dr. Schwartz. Questions and discussion followed. Western Wisconsin Health CEO Eilidh Pederson will provide updates to this group on how the program is working. RESULT: DISCUSSED 4. Substance Abuse and Mental Health Supplemental Block Grant Funding Update Deputy Director Shar Lopez informed that these grant funds have been applied for and are expected to be received. They will be looking to spend it on mental health prevention tools for the schools. Lopez has learned of an online digital social learning tool called Kognito and has plans to purchase it for at least 4 schools and hopes to add the other 2 schools as well. This is an interactive virtual environment that gives students feedback on a variety of social/emotional situations, like learning how to respond to various situations. It is self- paced for grades 6-12, and also has a parent and teacher component that may be helpful in reducing student's removal from school. The hope is to roll this out next school year. Another area of focus is with homelessness, so with these funds we will be able to offer $1000 for up to 10 people that are dealing with serious mental illness to get into housing as they transition out of the hospital or a group home. They also have an additional $10,000 to support those waiting for their Section 8 housing to come through. RESULT: DISCUSSED 5. Opioid Settlement Funding Proposal(s) from HHS Chair Rohret informed that approximately $1.2 million is expected to be received by the County from the most recent Opioid settlement. County Administrator Witt will be looking for proposals from various county Departments on how to use these funds. Then, based on the guideline's provided for its use, he will determine how these funds will be distributed and recommend these to the County Board. Health and Human Services (HHS) will propose to use these funds to provide enhanced support for children & family members suffering trauma as a result of addiction by hiring a substance use counselor to work directly with Children Services as nearly 80 % of families in child protection have a parent with a substance use problem. These funds would provide 1 FTE position for about 10 years. Any additional funds will be used to purchase deactivation disposal kits that may be used in the home to destroy any drugs/medications that families might have. Not certain when the determination of use of these funds will be released. Discussion and questions followed. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Chair Rohret asked for any future agenda items. Subcommittee Members are encouraged to contact Chair Rohret or Colleen Linder if any items come up prior to next meeting. * Workgroup update * Discuss & explore advocacy and lobbying possibilities- WI Chief's has 2 lobbyists that would be interested in any collaborations ANNOUNCEMENTS & CORRESPONDENCE Lopez announced that Katie Robinson will be leaving us and going back into private practice at the end of this week.
