CJCC Behavioral Health Subcommittee Regular Meeting September 25, 2023 10:30 AM Chair Rohret asked if after review of the minutes from the CJCC Behavioral Health Subcommittee Sept. 25th, 2023 meeting if any editing was needed. With no changes requested the minutes were accepted as submitted. RESULT: ACCEPTED PUBLIC COMMENT Chair Rohret opened the meeting to Public Comment. No Public Comment today. BUSINESS ITEMS 1. Review a Grant Opportunity to Expand Services in the area of Adult Protection Amber Hahn, Assistant District Attorney for Fon Du Lac County provided information regarding a grant opportunity. Hahn shared that this grant is geared to increasing training and services for assisting those over 50. It was suggested to form a Coordinated Community Response Team including a case manager position. She is here to ask if anyone from this group would be interested and willing to assist with applying for the grant & attending the Training and Services to End Abuse in Later Life Program. She attended a National Prevention of Elder Abuse Conference with staff from Polk and Dunn Counties. At the conference she was informed that they are looking for more grantees for this grant. Hahn is interested, as when in Corporation Counsel @ SCC she worked closely with Adult Protective Services (APS) and saw a great need for more long-term support for these clients and/or their families. Hahn believes this as a great opportunity to bring more funds to the County and fill that gap. The grant is due by Feb 2024 and the funding is for 48 months, with an opportunity to apply for additional funding. Her thoughts are to approach community partners, the District Attorney's office, and law enforcement. Western WI Health CEO, Eilidh Peterson, volunteered a staff for the project and suggested including Adoray Home Health from the community. The Sheriff's office and North Hudson Police Dept. would also be willing to participate. St. Croix County Behavioral Health as well as Health Partners (VanDusartz) Social Services is on board as they also see the need in APS. Hahn will reach out to Dunn and Polk Counties to see what they submitted in their application that may help with the process, and then reach out to those interested from this group to begin the application process. RESULT: DISCUSSED 2. Updates from the White Paper Work Group Chair Rohret and other members of the White Paper Work Group shared a draft of the white paper and reviewed its contents with the Subcommittee. Elle Klasen, Public Health Epidemiologist, reviewed an outline of the work this far and some background on what has been done in identifying the need. The direction of the paper is to examine opportunities within SCC justice, behavioral health, and public health systems, to more effectively respond to the frequent users who cycle through the various systems. Then, examine how to approach looking at this population, what we have in place, where the gaps are and identify points of intervention. The goal is to reduce arrests, offer supportive alternatives to incarceration, and create a coordinated response. The impetus for this effort is the national, regional, and state-wide effort to examine the courts' response to persons presenting with mental health and addiction disorders. The workgroup's goal is to have a final draft by Feb. or March of 2024, with the final product being available to be used to inform our policy makers during the next legislative cycle. RESULT: DISCUSSED 3. Updates on Medication-Assisted Treatment (MAT) and Substance Testing CJCC Director Phil Galli provided an update on the Medication-Assisted Treatment (MAT) program and Substance testing,. Galli informed that they have seen good progress in the past 18 months with the MAT program and the MAT grant is in process and waiting to be approved. If approved it will be good for 1 more year. Some ideas they proposed in the grant would be the ability to bill for an assessment and upgrading the telehealth system. Also, providing "Go bags" that have some essentials in them as well as a gift card for gas or food, for those being released from jail. Transportation is another need which we hope to be address with funding from the State Opioid Response (SOR) grant that HHS received. Galli shared that the DOJ says the funding for the MAT grant will be ending and concern is what happens to this program at the end of 2024 and how it will be funded moving forward. Galli would like to bring this concern as an action item to the next meeting. Galli shared that there is progress on substance testing, as work has begun on remodeling the space for testing, and it should be available soon to provide testing at the SCCSC in New Richmond. He has begun working on the times and days for scheduling testing, likely 2 times a week but no nights or weekends. They will be able to do drug and alcohol screens via urine screens as well as OralTox. This will be available for the justice involved population but also families with children having substance use involvement. RESULT: DISCUSSED 4. Behavioral Health Program Updates Deputy Director Lopez shared updates on the American Rescue Plan Act (ARPA) services within Behavioral Health. She informed that they have provided 2006 interventions across all of the ARPA positions since March of 2022 and overall it continues to be a consistent split between males and females with an average age of 39. There are two full-time Community Case Managers providing services for the under-served populations that may not qualify for other services. The most common requests are for housing assistance and behavioral health services. There is also the Law Enforcement Crisis Co-responders, they have had a total of 230 interventions with most responses leading to a community crisis response plan. In Aug. of 2022 Peer Support Services were implemented through a contract with Northwest Passage. They have had 52 participants the majority of which are female with an average age of 42. Discussion was had and questions asked about how these positions can be maintained after the ARPA funding ends. Eilidh Pederson with WWH would like to be part of the discussion to see if this is something the hospitals could help maintain. Rohret also informed that AmeriCorps runs the Recovery Corps program which has some options on hiring peer support specialists who could be housed at a hospital. They provide the training as well. Rohret has additional information on the application process if anyone wants it. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Chair Rohret asked for any future agenda items. Subcommittee Members are encouraged to contact Chair Rohret or Colleen Linder if any items come up prior to next meeting. * Co- responder and peer support funding * WWH would like to discuss Chapter 75 concerns causing a barrier to providing counseling services * Brainstorming on sustainability of the MAT programs * Updates on the grant process on Services to End Abuse in Later Life Program with Amber Hahn * Updates from White Paper work group ANNOUNCEMENTS & CORRESPONDENCE Chair Rohret informed: * The 2024 HHS budget was proposed and has been approved, including a few new positions. HHS will be using Opioid settlement funding for a position in BH to serve families effected by substance use * There will be another Recovering Together Cafe Dec. 7th here at the SCCSC from 4:30 PM- 6:30 PM.
