Community Justice Collaborating Council Regular Meeting September 16, 2021 8:00 AM RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Presentation by Veterans Service Director, Phillip Landgraf, in Honor of Veterans Day Phillip Landgraf explains the types of traumatic exposures - stressors. There are a lot of veteran treatments. He would like to be contacted if a veteran is in the criminal justice system. A process is in place to have this information directed to Mr. Landgraf from bookin initiatives he has been planning. One, he has contacted gun shop owners in the County regarding the Gun Shop Project & Gun Safety Programs. There is a Veteran Coalition meeting on 11/17/21 at the Services Center in New Richmond. RESULT: DISCUSSED 2. Introduction of New CASA of St. Croix County Executive Director, Dustin Haider Judge Needham introduces Dustin Haider. Dustin Haider explains the priorities of CASA. They need to recruit board members, volunteers and community engagement. They have a public relations campaign, which will start soon and will start a Facebook page. They need to get all documents completed by December 31, 2021 before they can start. Their goal is to add 3 to 5 board members and 5-7 volunteers in January. They plan to start th training in January and be completed with the training by February 11. The volunteers need 30 hours of training, which will take several weeks. By th February, 18 he hopes to have the advocates ready. Any time after th February 18, they would start assigning advocates. Dustin asks that people get the word out in the community. For the initial class in January, he hopes to have 5-7 advocates to train, in March he hopes to add 7-10 advocates and to add 7-10 advocates every other month after that. RESULT: DISCUSSED 3. Treatment Court Third Quarter Program Snapshot, Kim Kitzberger, Treatment Court Coordinator Kim Kitzberger goes through the Treatment Court phases and age track of the participants. The primary drug of choice is methamphetamine. Kim updates on program referrals. They currently have 17 active participants; they have screened 13 referrals to the program. The TAD grant application was st submitted. Awards must be made by December 31 and we anticipate hearing soon. RESULT: DISCUSSED 4. CJCC Subcommittee Updates Criminal Justice Subcommittee - Per Judge Waterman, they are meeting monthly. One of the projects is a warrant day for people who have outstanding warrants. The idea is to take some older cases and bring them back into the system to clean up the older cases. There are 1,000 to 1,500 outstanding warrants. Primary focus of the group has been on Justice Services and the Pretrial Program; its development from the point of risk assessment, to case management. The group will continue to address procedures of the program and the Justice Support Center. Treatment Court Subcommittee - Judge Nordstand indicates the transition from Judge Waterman to Judge Nordstrand as the Treatment Court Jusdge, occurred in thth June. Currently reviewing issue relating to 5 and 6 OWI cases in Track II. With the requirement of automatic prison time, this has impacted the numbers in Track II. Judge Nordstrand continues, Treatment Court is a comprehensive and burdensome process; a huge commitment for participants and those on the multi-disciplinary team. People need to apply through various routes. We are currently looking at updating the policy manual to be consistent with many changes. Behavioral Health Subcommittee - Bob Rohret states the subcommittee met for the first time th October 25. The subcommittee is a combination of mental health and substance abuse committees into one. They are discussing sending social workers to crisis scenes with law enforcement. The next meeting is in January and they are meeting and hope to meet every other month from there. Randy Morissette suggests that the City of Hudson and the Public Safety Committee be a part of the mental health intervention. Domestic Violence & Family Issues Subcommittee - Susan Capparelli updates, we are currently getting re-organized and slating our initiatives for the coming year. There is discussion of victim specific services, as well as, parenting programs that are directly related to those involved in the system that have children. RESULT: DISCUSSED 5. Review of CJCC Membership Judge Needham states that we are currently reviewing the total membership of the full CJCC and its subcommittees. Are there people that are missing that should be here? Are there members that are in different positions, etc.? We also have not had a Bylaws review since January of 2020 and with the numerous changes, we should look at that. Judge Needham has asked Kate Avoles to work with Susan on setting a path forward for 2022 and present ideas at the CJCC meeting in January. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Bylaws and Membership Review ANNOUNCEMENTS & CORRESPONDENCE ADJOURN Judge Needham adjourned the meeting at 9:15 AM.
