CROIX COUNTY BOARD OF SUPERVISORS Regular Meeting June 20, 2000 Meeting called to order by Chair Dorsey at 7:00 p.m. Before the meeting Supervisors toured the new Communication/Command Post van. Emergency Communications Chair Chuck Mehls and Director Bruce Brantner provided the commentary and answered questions. Supr. Mehls made comments on uses and purpose of the van at the Board meeting. Invocation was given by Pastor Dennis Nelson, Bethel Lutheran Church, Hudson. Pledge of Allegiance was recited. Guests and the press were welcomed. Roll call: 31 present, 0 absent. Motion by Supr. Mortensen, 2nd by Supr. Malick to adopt the May 6 minutes. Carried. Motion by Supr. King, 2nd by Supr. O'Connell to adopt the agenda. Carried. Next meeting is August 15, 9:00 a.m. No meeting scheduled for July. Appointments: Bob Boche, New Richmond, was appointed to Long Term Support and Carlton DeWitt, Glenwood City, to LEPC. Administrative Coordinator: Chuck Whiting said staff is developing specs and will seek bids for Health Insurance. Whiting met with a Wausau representative regarding better coordination with Workers' Comp claims. He and staff are pursuing alternate plans and timetable for the walkway proposed adjacent to the Government Center. He was impressed with the County Parks that he toured with Parks Director Joe Grant. Whiting has now moved to their new home by Roberts. Supr. Horne said Workers' Comp is costing Health and Human Services lots of dollars and encouraged movement on the problem. Redistricting: County Planner Ellen Denzer presented information on redistricting for 2000-2001, including the process and time frame. Most of the redistricting will be done in 2001. After working on this project in 1990, and now having computers to draw maps, Denzer believes the process will be more efficient and more fun this time. Districts have to have equal representation. She used a colored map to show why districts look like they do. Census blocks follow natural boundaries such as roads and rivers. Property lines, section lines and school district lines cannot be used. Municipalities get separated due to equal representation. The western side of the County has grown more. Districts won't go away, they will just shift to represent more people. Incumbents sometimes have to run against each other after redistricting. The goal is not to split municipalities, especially smaller ones. 11 The time frame chart showed official data available in April, 2001 and the County needs to have adopted the official redistricting resolution by October 31, 2001. The April 2002 election will follow the new County Board and Legislative districts. Administration Committee Chair Bieraugel commented they have asked Denzer to look at different numbers for Supervisors and a resolution on the number of Supervisors will be presented in December. Bieraugel said we are fortunate to have Denzer on staff to help with this project. Department Reports: UW Extension report was given by Mary Lestrud, Family Living Agent, who said Extension agents will take turns each year to highlight his/her program. Lestrud was instrumental in starting the Family Resource Center in Baldwin that gives support to parents and children. This is funded through grants and donations and could use County support. The goal is to help kids before they get in trouble. Supr. Olson asked if Lestrud's programs overlapped with Health and Human Service programs. Lestrud outlined the differences. Supr. Bjerstedt complimented Mary on her work. Gail Maier, Fair Board representative, credited Suprs. Berenschot, Bethke and Jensen for their tremendous help prior to the County Fair. The theme this year is "Swinging at the Fair" and the dates are July 20-23. New this year is a craft show. In order to raise more funds, the camping fees and admission fees for the events have been increased. Maier thanked the Board for their support and invited everyone to attend. Resolution #16 (2000): Approving Town of Hudson Amendment to Zoning District Map. Motion by Supr. Raymond, 2nd by Supr. Horne to adopt. This relates to rezoning eight acres from Industrial to Ag. Carried. Ordinance #548 (2000): Rezoning from Ag to Ag/Res for Wahlquist Bros. Town of Rush River. Motion to adopt by Supr. Raymond, 2nd by Supr. Jensen. Carried. Ordinance #549 (2000): Rezoning from Ag to Ag/Res for Marvin and Sharon Utecht, Town of Baldwin. Motion to adopt by Supr. Raymond, 2nd by Supr. Jensen. Carried. Resolution #17 (2000): Authorizing the Submittal of State Grant for Household Hazardous Waste Collection program. Motion to adopt by Supr. Bethke, 2nd by Supr. Berenschot. Ellen Denzer spoke on behalf of Planning Director Dave Fodroczi and Recycling Coordinator Mary Barney. She noted the last collection held collected the most waste ever. This resolution allows staff to apply for grants for the collection program. Carried. E Resolution #18 (2000): Changing Emergency Government to Emergency Management. Motion to adopt by Supr. Bieraugel, 2nd by Supr. Mehls to adopt. Bieraugel explained this resolution allows the County to conform to State Statutes regarding the name of the department. Carried. Ordinance #550 (2000): Amending St. Croix County Subdivision Regulations. Motion to adopt by Supr. Raymond, 2nd by Supr. Bethke. This amendment would require an average of not less than two acres with a minimum lot area of 1.5 acres. This provides more effective siting of rural dwellings and sewer systems. Raymond advised the 65% requirement for removal of permanent undeveloped land was removed because it did not conform to the cluster zoning in some Town Ordinances. Towns with no subdivision ordinances are affected by this Ordinance. Zoning Administrator Steve Fisher sent letters to all developers. If they have plan applications on file, they are grandfathered in to the one acre minimum. Chair Dorsey asked if this Ordinance took away authority of the Towns to set lot size. Raymond said Towns would have to write their own subdivision ordinance and some Towns asked the County to set the lot size. Discussion on confusion between the average of not less than 2 acres minimum lot size and minimum lot area of 1.5 acres. The title of the Ordinance should include "average" of two acres lot size but was not amended by the Board. Corporation Counsel Timmerman said this should be passed tonight because the newly adopted County Development Management Plan calls for 2 acre minimum lot size and the Zoning Ordinance says 1 acre. Supr. King said the Towns requested the change to 2 acres. Chair Dorsey and Supr. Horne disagreed. Roll call: 17 yes, 14 no. Motion carried. Resolution on Comm 83: Motion by Vice Chair Jacobson, 2nd by Supr. Malick to postpone this agenda item. Carried. Committee Reports: Supr. Standafer reported a Rural Development Grant of $2625 has been given to I Mark Mold in Woodville. Planning, Zoning and Parks Chair Raymond said work is being completed on the Flood Plain Ordinance which will be brought to the Board this fall. The Direct Farm Marketing Ordinance is more difficult to complete. 3 Applications Filed for Rezoning: Three Putt L.L.C., Ag Res to Residential and Ag Res to Commercial, Town of Warren; Gaylen and Mildred Anderson, Ag and Industrial to Ag Res, Town of Baldwin; Lawrence Martell, Ag to Ag Res, Town of Somerset, Dennis Raddatz, Ag to Ag Res, Town of Star Prairie; Ralph and Marguerite Olson, Ag to Ag II, Town of Stanton. Mileage and Per Diem: Motion by Supr. O'Connell, 2nd by Supr. Speer to approve total of $9,832.69 for May, 2000. Carried. Correspondence: None received. Announcements: Clerk Nelson said registrations for the WCA convention will be due on August lst. Convention is September 17- 20th at Lake Geneva. Information will be mailed to Supervisors. Nelson also noted the County Board proceedings booklet was done in- house this year, which saved almost $600. She thanked Janet Smith, Computer Services Dept. and Julie Bonngard, 2nd deputy in her office, for their efforts in compiling the booklet. Applause from the Board. Comments: Supr. Krueger noted $305,000 has been spent so far on Perch Lake Park. How much more will be spent? Supr. Raymond said $1.2 million is planned. Supr. Gunderson asked how the County could back out of the Perch Lake project. The County could use the money for the Nursing Home and to restore the Home Health department.
