CALL TO ORDER
With the absence of Chair Rohret, Behavioral Health Administrator Shar Lopez called the March
28, 2022 meeting of the Community Justice Collaborating Council (CJCC) Behavioral Health
Subcommittee to order at approximately 10:30 AM.

APPROVAL OF MINUTES
1. CJCC Behavioral Health Subcommittee Regular Meeting January 24, 2022 10:30
AM
BH Administrator Lopez asked if after the review of the CJCC Behavioral Health
Subcommittee Jan. 24, 2022 minutes if any editing was needed. With no changes
requested the minutes were accepted as submitted.

BH Administrator Lopez opened the meeting to public comment for items on or off the agenda.
No public comment today.
BUSINESS ITEMS
1. Update on American Rescue Plan Act (ARPA) Funded Initiatives
Behavioral Health Administrator Shar Lopez shared a document which reviewed the
American Rescue Plan Act (ARPA) positions that have been filled and what their scope of
work will be. Two of the Case Managers will be assisting consumers in connecting with
community resources and referrals while they are living in a homeless shelter, recovery
housing or upon release from jail as well as other underserved areas. They will also
become part of the crisis response team. Another Case Manger will be assisting those
involved in justice services and stationed in Hudson, while another will be focused on
mobile crisis response around mental health crisis with law enforcement. His hours are
currently 3:00 - 11:00 PM, stationed in Baldwin, and comes with a great background. The
hope is this will provide de-escalation of the situation in the home with a positive
community-based outcome for the consumer. Data is being tracked to be able to show
measurable outcomes with this position. Coordination of this position with Northwest
Connections will be ongoing to not duplicate or confuse services. Once any worker
whether this Case Manager, someone from Northwest Connections or telehealth
becomes involved they will continue with client throughout the crisis event.
Lopez informed that there is still an additional crisis response Case Manager to be
hired as well as contracting with local agencies for Peer Recovery Support services as
this area is proving difficult to find Certified Peer Recovery Support Specialists.

2. Crisis Funding Clarification
BH Administrator Lopez informed that currently there is an abundance of grant funding
resources available, so staff at HHS are working to determine where the focus should be.
One of the grants being looked at in applying for is an additional $10 million grant for
Regional Crisis Stabilization Facilities. These funds would be allocated for regional
stabilization services that include 24/7 crisis beds. Western Region counties agree it
would be great to get something closer to our area, but expressed concerns about
sustainability as there are no known additional funds to operate once the initial funds are
spent. There are a few other grants that look interesting, but still need to review and
determine if they fit our need.
Lopez shared that a report from the State informed that the initial $10 million
granted a few years ago for crisis beds to Eau Claire, will include a 22 bed expansion,
adding 4 beds for adults and 18 for juveniles.
Discussion and questions followed.
Pete Van Dusartz stated he would be interested in being part of the conversation on
any of these grants to share any knowledge they have or ways they could support.
The Regional Crisis Stabilization Facility grant could fund a variety of services including
detox, but agrees room and board would not be covered so would need to figure
out how to sustain something moving forward. VanDusartz informed he is with
Health Partners and the Programs for Change program and agrees that alcohol is our
number one problem followed closely by methamphetamine. He wants everyone to
know the intensive outpatient as well as the inpatient programs they run in both
Hudson and Amery are wanting to be part of the solution so to keep them in mind
for consumers needing the help.
Judge Nordstrand would be interested in anything that supports withdrawal
management for consumers and any contracts or any funds we could use to increase
the number of facilities that consumers could go to for residential substance use
treatment. He would like to decrease the number of people staying in jail longer as
treatment isn't available, or the room and board isn't covered.
Substance Use Supervisor DePrey shared that St. Croix County did receive some
grant funds to support consumers with residential treatment room and board when
dealing with Opioids, though this doesn't help with those dealing with alcoholism.
DePrey will continue to look at resources and solutions for residential treatment for
alcohol.
Additional updates will be provided at the next meeting.

3. Opioid Settlement Update
BH Administrator Lopez along with HHS Board Chair Ostness shared that the Opioid
settlement dollars should be coming in April with the amount somewhere around $2.3
million over 10 years. The allowable expenses for these funds are quite broad so still
working on recommendations on how to spend and disseminate these funds.

4. State Opioid Response Grant Update
Substance Use Supervisor Kristin DePrey informed that State Opioid Response Grant
funds were initially only partially disseminated, but HHS was recently informed that the
additional funds are coming so this will us to continue to provide medicated assisted
withdrawal treatment as well as substance use treatment for those struggling with
Opioid or stimulants. Will also potentially be using some of these funds to train Peer
Support Specialists. It also appears more funding will become available so will be
applying for these funds as well.

* Discuss additional Crisis Intervention Team (CIT) training and any potential financial support
* Updates on any Residential Treatment funding options- Room & Board
* Review of process for Emergency Detentions in Wisconsin and possible collaboration and
advocacy for legislative changes with the current system
ANNOUNCEMENTS & CORRESPONDENCE
* Pete VanDusartz informed that Telehealth services are on an interim coverage plan as they are
still short staffed and are currently open 5 days a week, but hoping to get to 7 days a week soon
* Judge Nordstrand informed that Treatment Court is near capacity with 14 new referrals
pending.
