CALL TO ORDER
Chair Rohret called the July 25, 2022 meeting of the Community Justice Collaborating Council
(CJCC) Behavioral Health Subcommittee to order at approximately 10:35 AM.

APPROVAL OF MINUTES
1. CJCC Behavioral Health Subcommittee Regular Meeting March 28, 2022 10:30
AM
Chair Rohret asked if after review of the CJCC Behavioral Health Subcommittee March
28, 2022 minutes if any editing was needed. With no changes requested the minutes
were accepted as submitted.

Chair Rohret opened the meeting to public comment for items on or off the agenda.
No Public Comment today.
BUSINESS ITEMS
1.
Wisconsin Steering Committee & Planning for Summit in Madison
Chair Rohret and Chief Young shared information on the summit they attended in
Vermont in May regarding improving court and community response to mental illness.
There were several representatives from Wisconsin at this summit and they have now
developed a steering committee to begin exploring change in Wisconsin through the
development of strategies for diversionary services that help avoid emergency
department use, court involvement, and/or jail. The Supreme Court Justice from WI
wants to see change and is hosting a regional summit on Oct. 7th in Madison, so
things are moving quickly. St. Croix County is already taking steps toward
implementing early intervention efforts, utilizing American Rescue Plan Act (ARPA)
funds, which will be discussed in later agenda items.
Continued updates on this topic will be provided.

2. Overview of Wisconsin DHS Efforts to Enhance Crisis Services
Chair Rohret shared that Wisconsin DHS is making efforts in enhancing crisis services
systems, referred to as the "Crisis Now" model. Rohret reviewed some of the information
provided in the agenda packet and how this new model could result in a much more
comprehensive system to provide interventions and ongoing care to the consumer in a
mental health or addiction crisis. The Substance Abuse and Mental Health Services
Administration (SAMHSA) also promotes a similar model called the Crisis Sequential
Intercept Model. Both models are consistent with the HHS ARPA initiatives and the
Community -Based Withdrawal Management proposal which will be discussed in the
next agenda item.

3. Community-based Withdrawal Management Proposal
Chair Rohret shared information about a DHS grant opportunity for up to 1 million
dollars to design and operate a Community Based Withdrawal Management service to
serve persons who are intoxicated and/or in withdrawal from any substance, and who
may also have a co-occurring mental health need. Patients would then be referred to
other community-based services for ongoing care. This would not be a locked facility,
and if operated properly can be a calming and supportive environment for recovery.
St. Croix County HHS will apply for this grant and has connected with Kai Shin Clinic in
the metro area that is interested in having a presence in WI and would provide these
services. In working with them to determine where these services could be provided, the
Kitty Rhodes Memorial Memory Care facility, located on the Health Care Campus seemed
to align well with the withdrawal management concept and facility need. Getting this
facility approved for this purpose does have some hurdles as it will need to be licensed
differently and the perception of this type of facility by the community could be looked
upon unfavorably. Rohret summarized this proposal to the HHS Board last week and
requested their support in moving this forward to the Administration Committee via a
resolution.
Rohret will work with local law enforcement, area hospitals, and other partners, then
present information to the Administration Committee in an effort to address any
concerns and questions they might have. He will share with them that the hope for this
facility is that it will prevent people from going to jail, emergency rooms or other acute
facilities resulting in a cost savings while providing enhanced care locally

4. Update on American Rescue Plan Act Funded Positions and Preliminary Data
Shar Lopez provided an update on the American Rescue Plan Act (ARPA) funded
initiatives as work is progressing . Lopez also shared some preliminary outcomes data
from initiatives that have been implemented. These efforts continue to evolve, but
appear promising for meeting the needs of those consumers who are underserved within
our communities focusing on early intervention strategies to prevent crisis situations.
Questions and discussion followed. Lopez will continue to provide updates.

Chair Rohret asked if there are any requests for future agenda items. As always, if items arise,
CJCC BH Subcommittee members are encouraged to reach out to Chair Rohret.
