CALL TO ORDER
Chair Rohret called the September 26, 2022, meeting of the Community Justice Collaborating
Council (CJCC) Behavioral Health Subcommittee to order at approximately 10:30 AM.

APPROVAL OF MINUTES
1. CJCC Behavioral Health Subcommittee Regular Meeting July 25, 2022 10:30 AM
Chair Rohret asked if after review of the CJCC Behavioral Health Subcommittee July 25,
2022 minutes if any editing was needed. With no changes requested the minutes were
accepted as submitted.
RESULT: ACCEPTED

Chair Rohret opened the meeting for Public Comment for items on or off the agenda.
No Public Comment today.
BUSINESS ITEMS
1. American Rescue Plan Act (ARPA) Initiatives Update
Behavioral Health Administrator Shar Lopez provided an update on the American Rescue
Plan Act (ARPA) funded initiatives. Lopez informed on the roles of the 2 staff that are
providing the Co-Responder Services with law enforcement in the County on mental
health/addiction crisis calls, as well as the 2 Case Managers providing a variety of
services in the community to help the underserved to avoid crisis situations. An
additional Case Manager is housed in Hudson to assist those involved in the justice
system to help coordinate care and services, as well as provides some group services. St.
Croix County has also contracted for 2 Peer Recovery Support positions through
Northwest Passage. Anyone interested in or needing the services of these staff should
contact the St. Croix County Behavioral Health Intake Line at 715-246-8255 or stop at the
St. Croix County Services Center (SCCSC) in New Richmond. These positions do continue
to evolve and are funded with ARPA funds through 2024. Lopez will share data outcomes
and keep all informed on the work of these staff. The hope is that the data will support
the need for these positions so beyond 2024 we can find funding to continue these
services. Chair Rohret shared that some ARPA funds are also being used to provide rent
assistance at Onyx House Sober Living, that SCC has contracted with, assisting those that
qualify for their services.
Information was shared by Pete Vandusartz regarding the assessment, the plan, the
communication in the overlap of services and the follow up of care that happens with all
involved in a mental health crisis situation.
Additional discussion and questions followed in particular about the documentation and
sharing of information with those with a need to know.

2. Update on Opioid Settlement Funding
Chair Rohret reviewed the revised state plan for the Opioid settlement dollars as well as
how they will be used within St. Croix County. In St. Croix County a new social worker
position was funded within the Behavioral Health Division to work in the Jail and will be
funded for up to 18 years with these Opioid Settlement funds. This position has been
filled and will provide a variety of services for those within the jail as well as with release
planning for a better continuum of care. Though this position will be housed in Hudson
it will fall underneath the Behavioral Health umbrella and be supervised by Lopez. There
may be additional opportunities for St. Croix County to apply for the state funds once
they are made available.

3. Withdrawal Management Project Update
Chair Rohret updated the Subcommittee on the Withdrawal Management project that
had been in the works and shared the grant proposal that was submitted. Unfortunately,
St. Croix County did not receive the grant funds so we are now looking at other ways to
continue to move forward with providing an ambulatory withdrawal management model
with ARPA funds that have been earmarked for Withdrawal Management. DHS is
attempting to add withdrawal management services to the Medicaid benefit set in the
near future.

Chair Rohret asked if there are any requests for future agenda items. As always, if items arise,
CJCC BH Subcommittee members are encouraged to reach out to Chair Rohret.

ANNOUNCEMENTS & CORRESPONDENCE
Chair Rohret asked for any announcements that members may have today.
* Behavioral Health Administrator Lopez informed that Narcan kits are still available and
Fentanyl testing strips are coming soon. There are plans to do a Narcan presentation at a
County Board meeting on October 4, 2022
* Informed about the new synthetic Opioids out there that are very potent and dangerous
* Justice Services Director Phil Galli introduced Cathy Borgschatz who started today as the
Educator and Tracker for the Medicated Assisted Treatment (MAT) grant that was awarded
to Sheriff's Dept.. She will work with BH and jail staff identifying consumers in need of
Medicated Assisted Treatment. The grant funds will fund the initial assessment for
consumers which may be a motivator for them to follow up on additional treatment. The
grant runs through next year with hopes of an extension. Pete VanDusartz shared that
Programs for Change can provide these assessments and follow up with additional care.
Chair Rohret shared that;
* Kristin DePrey will be moving on to a new opportunity after 16.5 yrs. SCC will be losing a
great asset, but we wish her well. She thanked everyone for their work here
* Kathy Huston has moved on from SCC Behavioral Health as well
* Hired Katie Robinson as a BH Supervisor for Emergency Services
* Lopez informed that the DHS 75 has been applied for to provide services as an integrated
clinic under one umbrella
* Eilidh Pederson, CEO with Western WI Health, shared that they have received DHS grant
funds for use in providing telehealth services. They plan to get equipment set up to provide
telehealth in the Ellsworth library and some additional sites making it making it more
convenient for consumers. They will set up an appointment with their Psychiatrists and then
be able to meet at these remote settings
