CJCC Behavioral Health Subcommittee Regular Meeting September 26, 2022 10:30 AM Chair Rohret asked if after review of the CJCC Behavioral Health Subcommittee September 26, 2022 minutes if any editing was needed. With no changes requested the minutes were accepted as submitted. RESULT: ACCEPTED PUBLIC COMMENT Chair Rohret opened the meeting to Public Comment. No Public Comment today. BUSINESS ITEMS 1. Review of Data from Community Co- Behavioral Health Administrator Shar Lopez reviewed the most current data they have compiled regarding the services of Behavioral Health Co-Responders with law enforcement since they began responding in March of 2022. Lopez highlighted that there have been 77 calls in which Co-Responders were requested, with the majority of the requests coming from the Sheriff's Office. Each crisis response has a recorded outcome based on a crisis assessment. Lopez shared most outcomes involve the implementation of a Community Plan which details how the individual will remain safe in their community with support. This response plan is shared with all involved. Very few outcomes require an Emergency Detention. Discussion and questions followed. RESULT: DISCUSSED 2. Review of the Emergency Services Process Workflow Behavioral Health Administrator Shar Lopez shared the workflow process that happens when responding to a crisis. Initially there are certain assessment requirements from DHS 34 that happen during a crisis response; from the determination of need, to a response plan, to linkage and follow up, to a documented Crisis Plan. These crisis calls can come in from various avenues including; tele-health via an emergency room visit and an assessment, from a Northwest Connections contact, and there are walk ins at the Services Center in New Richmond or calls to law enforcement. The outcomes from all of these calls are the same, with an assessment and information logged. Sometimes there is no action, at times a consumer may go home, but most often there is a community crisis plan involving others to assist with the next 24 hours. The community plans go to those that need it to be informed for the next 24 hours until the next contact or handoff happens. They are also housed electronically to be accessed during future crisis. There are times a crisis call can lead to a voluntary hospitalization if consumer meets the need and are medically cleared or a few rise to the need of an emergency detention. RESULT: DISCUSSED 3. Medicated Assisted Treatment (MAT) Grant - Updates on How Collaborations Are Going Director of Justice Support Services Phillip Galli and Cathy Borgschatz also with Justice Support Services provided an update on the Medication Assisted Treatment (MAT) Grant. Borgschatz informed that she began work back in Sept., they have drafted consent forms and completed other administrative work, but there has been a bit of a roadblock as there will be no medical provider at the jail as of Jan 1. This Medication Assisted Treatment (MAT) will be voluntary programming from the County. There will also be some behavioral health programming starting in the jail soon, but they still need the first client (MAT) and cannot do this until there is the medical support of a doctor. Western WI Health is working with Pierce County, so Borgshcatz may reach out to them to see if there is a Dr. interested in providing some contracted hours at the SCC jail. Currently they have started using a screening tool at intake asking questions on substance use history and if they would be interested in medication assisted treatment options. So far it seems many are interested and will exceed the numbers originally expected. The hope is these first steps will lead to long term recovery. Discussion followed on the types of, and ways drugs will be used in this program as well as how the hospitals can help in supporting this type of treatment and withdrawal management. Rohret reminded of the $150,000 of ARPA funding for Medicated Assisted Treatment so continue looking at options to use these funds such as ambulatory withdrawal management. This is an enhanced evaluation of people that present at Emergency Departments that is followed up with care coordination. RESULT: DISCUSSED 4. Review of Strategic Plan Goals/Objectives Agreed to by Behavioral Health Sub- Committee HHS Director and CJCC BH Subcommittee Chair Rohret reviewed the 2022-2025 County Strategic Plan with the subcommittee members and discussion was had on the various initiatives and collaborations that are being worked on to align with this subcommittee's focus on goal #1 which is to "Promote an all-inclusive health and public safety environment." The subcommittee agreed that this continues to be an appropriate focus for this group. RESULT: DISCUSSED 5. Illness Final Report to Mental Illness Final Report. Rohret asked that based on the findings and review of this report if members of this subcommittee would consider forming a workgroup to draft some county specific recommendations to align with the St. Croix County Strategic Plan. Once that is completed, this workgroup could draft a white paper or policy position paper to consider recommendations for the full CJCC. Rohret shared that various community partners and county departments are currently working together with HHS to serve the county. This workgroup might provide a way to take some action and inform the public and policy makers of the work being done and the impact it is having prior to American Rescue Plan Act (ARPA) funds ending. The hope would be that continued funding could be found for some of these initiatives if data shows they are making a difference. Discussion was had on who would be on this workgroup. Chair Rohret will reach out to those interested and keep this subcommittee informed of the workgroup's progress. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Chair Rohret asked for any requests for future agenda items * Continued data on co-responders and community workers * Peer recovery support specialists and how to access * Updates on plans for a workgroup * Project Hope Presentation- Deflection Programs with Chief Atkinson from Menominee Police for a regional grant opportunity ANNOUNCEMENTS & CORRESPONDENCE No announcements today.
