Domestic Violence & Family Issues Subcommittee of the Community Justice Collaborating Council Regular Meeting December 15, 2021 11:30 AM Accepted as written. RESULT: ACCEPTED PUBLIC COMMENT No public comment. BUSINESS ITEMS 1. Review Work Plan Commissioner, Tim Heckman, begins the discussion with information that the work- group has compiled pertaining to all supportive services they have accumulated within their working document. Each area also has contact information and email accounts. Haley Konsela, TurningPoint Representative, adds that they have purchased and created a QR Code that will be available on a paper document and can be provided to people directly in Court rooms. The QR code links to the website PDF that may provide all resources available within the County. Discussion about placement of this document/resource and QR Code on the County website. Discussion on costs for design, print, etc., and who will be responsible. Judge Needham and Susan will determine if the prior CJCC funds/budget could be used to support this effort that would serve our County and beyond. Requesting $750.00 to print 1000 documents, plus the connection to the St. Croix County website. Susan will place this item for discussion on the Executive Agenda. RESULT: DISCUSSED 2. Update from Jacob Otis - Restorative Services Jacob Otis updated on programs through Restorative Services, specific to those involved in domestic related incidents and those with children in the home. Developments have been ongoing for a "medium risk" men's group. Restorative Services decided against the MRT-DV model after attending training. The program prefers psycho-educational groups. Jacob will be facilitating the medium risk group and the DV specific parenting group. The rest of the groups will be co-facilitated by male and female facilitators; both Jacob and additional licensed therapist(s). Parenting group: four weeks in duration at two hours each; three sessions will be group based and one week will be individualized and specific to each participant's current needs. The Medium risk group will start April 5th, Parenting Group on May 17th. Any father's charged with domestic violence charges, will be recommended to take the parenting group. Currently, sessions are run through ZOOM and will move to in-person as soon as Public Health Pierce County lifts it's mandate. Jacob indicates that they are also working with the Wisconsin Department of Corrections on funding for the high-risk group, which is significantly more intensive. Discussion. Judge Vlack requests a list of all services that Restorative Services now provides. RESULT: DISCUSSED 3. Overview of IPDV Compliance Court Craig Hooyman, Supervisor for Department of Corrections (DOC), provides a brief historical background on the creation of the Domestic Violence Court - and its collaborative nature between the SCC Judiciary and DOC. Judge Vlack is the Court repsonsible for this ongoing effort. Craig demonstrates the document that is provided to Judge Vlack for the Probation status review prior to each court hearings; participants are all on DOC supervision specific to a case of partner violence. Craig indicates that to date, 89% have not had any new criminal arrests within this program. Judge Vlack reports that if the Offender does not comply, he will incarcerate them. Judge Vlack provided insight on the depth of these hearings and the positive outcomes. DV Court is the 3rd Wednesday of the month at 3:30pm-4:30pm. A new DOC Agent, Dennis Bunk, will now be responsible for the continued efforts of the DV Court. RESULT: DISCUSSED 4. Behavioral Health Update - New Staff and Roles Shar Lopez updates on the ARPA funded positions within Behavioral Health. Four of the seven have been hired and are currently training. A document is reviewed which has an explanation of each of the employee's area of service. These new positions are able to connect those struggling with various behavioral health and other needs to services in St. Croix County (SCC). When an individual has an address located outside of the County, these positions may still be able to support connections to services (as needed) to neighboring County areas. However, client's that do not live within St. Croix County are unable to be provided direct services through SCC Health and Human Services. Discussion was had on numbers related to those living in/out of SCC. Judge Needham questions how residency is defined to receive services. Judge Vlack requests a list of services that are for "immediate need, i.e. due to homelessness, transportation, etc." Shar will continue to update the CJCC as these positions evolve. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Work plans for other areas. Judge Needham would like to add discussion of how to bring more community based resources to St. Croix County.
