1. Treatment Courts Subcommittee of the Community Justice Collaborating Council

BUSINESS ITEMS
1. Introduction of New Treatment Court Coordinator and Treatment Court Worker
Susan introduced the new Treatment Court Coordinator, Kait Breuer and new
Treatment Court Worker, Ashley Barthol. Travis questioned whether the website has
been updated with correct contact information. Susan will be working on updating
the St. Croix County website; this is a County-wide project. Updated forms may be
requested via email or phone.
RESULT: DISCUSSED
2. Policy & Procedure Manual Discuss and Next Steps
Judge Nordstrand would like to discuss updating the policy manual and handbooks for
track 1 and track 2. Last updated March 2019. Preference is to focus on the manual as a
Team for a half day, on/off site. Once updated, it will be brought to the Treatment
Court Sub-committee and later would present to the CJCC surrounding changes
made. We need to look at what current measurable standards we could use for
advancement within phases, and other policy considerations. Discussion was had on
various elements of the current policy manual and aligning any changes that are a
potential as well as aligning these with the participant manual. Judge Nordstrand
and Kait Breuer, Treatment Court Coordinator, will work on moving a date forward to
meet as a Team.

3. ATR and Drug Dealing Policy Review
Discussion was had on these topics - more will be addressed as a full Team on our day of
work within policy manual updating.

4. Professor Galli, UWRF Treatment Court Outcomes Study
Discussion was had on the information that Professor Galli requires from the Department
of Justice (DOJ) CORE program to complete the Treatment Court Outcomes Study. Our
CORE Reporting for Treatment Court is completely up to date now. Professor Galli will
present his study information at the next full CJCC meeting on March 10th, 2022.

ANNOUNCEMENTS & CORRESPONDENCE
Sharlene Lopez announces the services center will be going back to in-person appointments the
last week in February for MRT, Matrix and DBT.
Judge Waterman requests that he receives announcements of any future graduations.
