APPROVAL OF MINUTES
1. Treatment Courts Subcommittee of the Community Justice Collaborating Council
Regular Meeting February 8, 2022 12:00 PM

BUSINESS ITEMS
1. Update on Treatment Court Staff Changes.
Judge Nordstrand discussed backups for treatment court team members.
Judge Nordstrand introduced Isabelle N. as the new DOC agent for the treatment
court team.
2. Update on Recent Treatment Court Graduations.
Kait Breuer updated that there have been four (4) graduations since January 2022. She
also discussed that on 8/10 five (5) past participants of the treatment court who
graduated during COVID will be celebrated. Kait stated that there are currently 25
participants in treatment court and 10 on the wait list.
3. Treatment Court Policy Manual Updates.
Judge Nordstrand discussed that the national standard for phases in treatment court is
five (5). This would be a change from the current model of four (4) phases.
Bob Rohret added that a peer support recovery specialist could be added to each of
the phases to assist in recovery.
Judge Nordstrand discussed criteria for inclusion into the treatment court, in
particular county residency.
Judge Nordstrand discussed how the DAs veto power works in relation to the "drug
dealer" policy.
4. Future of Treatment Court Trac 2.
Judge Nordstrand discussed that many of the people who would be eligible for TRAC 2
in treatment court are going to prison due to statutory requirements.
Judge Nordstrand passed out a summary of substance use treatment in St. Croix Co.
and the national standard of 200 hours.
Bob Rohret offered looking at cases on an individual basis for substance use
treatment.
Kara Rheingan's stated that Thinking for Change (T4C) would be a fit for people who
are struggling in the later phases of treatment court.
5. Inpatient Resources for Treatment Court Participants.
Judge Nordstrand discussed resources available for inpatient substance use treatment.
Bob Rohret offered that there are possible grant opportunities available for inpatient
treatment.
6. Later Phase Programming for Treatment Court Participants.
Options discussed for later phase programming.
