CALL TO ORDER
Chair Rohret called the Oct. 25th meeting of the Community Justice Collaborating Council
(CJCC) Behavioral Health Subcommittee to order at approximately 10:35 AM.

APPROVAL OF MINUTES
No minutes to approve today as this is the first meeting of this CJCC Behavioral Health
subcommittee.
PUBLIC COMMENT
Chair Rohret opened the meeting to public comment for items on or off the agenda.
No public comment today.
BUSINESS ITEMS
1. Introduction of the Justice Services Director and Members of the Newly Formed
Community Justice Collaborating Council (CJCC) Behavioral Health Subcommittee
Justice Services Director Susanne Capparelli introduced herself to the subcommittee
members. As this is a newly formed subcommittee, members then went around the
room and introduced themselves.

2. Review of Current Funding Opportunities and Proposed Intervention Strategies
Chair Rohret, Behavioral Health Administrator Lopez and Substance Use Supervisor
Kristin DePrey provided an update on the proposed use of the American Rescue
Plan Act (ARPA) funds. Rohret highlighted the positions that RFP's have been posted
for and that they plan to contract out with various community providers. He
explained how these new positions might be used in the community to benefit those
struggling with mental health and or substance use disorders. Rohret also informed
of other programs they hope to develop around withdrawal management and
recovery housing with focus on the uninsured and under insured. These are all being
considered with the intentions of providing more early interventions and prevention
strategies to reduce crisis events.
In addition to ARPA funds, also discussed was the use of State Opioid Response
grant funding received, an application for supplemental mental health and substance
use block grant funding and the anticipated allocation of Opioid Settlement dollars
expected in 2022.

3. Update on the St. Croix County Substance Abuse Survey
Kim Kitzberger provided an update on the St. Croix County Substance Abuse Survey.
She shared that this survey was implemented to try and determine some risk factors
leading to substance use and then work to provide additional early intervention and
prevention programs focused in these areas. This survey has been circulating for a
couple of years in various areas and ways, with limited response. They are refocusing
their efforts and currently working on a script to place Ipads in a couple of clinics to
collect data and then start reviewing the data that has been collected to see if we have
enough data to draw conclusions.
Kitzberger will report back again at next meeting.

4. Behavioral Health update on Collaborative Efforts
Behavioral Health Administrator Shar Lopez provided an update on the collaborative
efforts within behavioral health, many of which are connected to the initiatives proposed
with the ARPA funds to try and fill the gaps in services. They continue to work with the
courts, jail, and schools.
Chair Rohret recognized the good work of Kristen Deprey with the MATRIX model
working to treat those struggling with methamphetamine addiction. She is a leader
in our region and state with this model.

* Nothing at this time.
ANNOUNCEMENTS & CORRESPONDENCE
*Pete VanDusartz provided updates on the emergency room telehealth program. Telehealth
continues to be offered and they are working to get back to pre-covid, full program, levels of
coverage to support hospital emergency rooms. They are also now servicing outpatient clinics
across Health Partners primary care clinics.
*Westfield's Programs for Change has reopened the group assisting those accessing
medication assisted treatment.
*Amery Hospital has been under construction to provide private room psychiatric beds for
the 18+ population, with the goal of getting back to 10 beds by the new year.
* Alison Page shared that Western Wisconsin Health has added a new full time Psychiatrist
and 2 Psychiatric Nurse Practitioners. They continue to add counselors and connect with
schools and are also contracting with Hazeldon to offer intensive outpatient services.
