Meeting called to order by Chair Luckey at 9:08 A.M.
Members Present: Linda Luckey, Julie Speer and Daryl Standafer. Don Jordan absent
and one vacancy.
Others Present: Administrative Coordinator Chuck Whiting, Corporation Counsel
Greg Timmerman and Planning Director Dave Fodroczi
Next Meeting: December 3, 2002 9:00 A.M.
Adoption of Agenda: Motion by Standafer, 2 by Speer to approve the agenda as
published. Carried.
Adoption of Minutes: Motion by Standafer, 2nd by Speer to approve the October 1,
2002 minutes. Carried.
Resolution Re- filling Vacancies on Elected Committees: Motion by Speer, 2 by
Standafer to adopt a Resolution and present it to County Board for approval on the
procedures for filling vacancies on elected committees. Motion carried.
Resolution Supporting Inter - County Cooperative Opportunities: Whiting presented
a "Draft" of a resolution inviting St. Croix County to enter into discussions with other
government units or private sector organizations to explore a means by which public
services can be delivered more cooperatively and cost effectively. This will be brought
back to the Administration Committee for review.
Review of Department Head Vacancy in Highway: There was much discussion on the
role of the County Surveyor and where the position really lies. The Highway
Commissioner's position needs to be filled as soon as possible according to law. It does
not need to be combined with any other position. The former Commissioner was
appointed by Resolution of the County Board to the Surveyor position. The
Transportation Committee feels the Surveyor position belongs in the Highway. The
Surveyor position is its own Department Head.
Remonumentation was discussed at great length. Discussion centered around what
monies were budgeted and who has control of the funds. Planning Director Fodroczi
said the monies are under the control of the Highway Department. Remonumentation
(which is back - logged) and subdivisions have a greater need for a County Surveyor, then
Transportation for Highway work. The Surveyor position should be a County position
not a Highway position. Planning, Zoning & Parks and the Transportation Committees
need to approach the situation and find a solution. Corporation Counsel Timmerman will
be sending out a memo (informational document) to Planning, Zoning & Parks,
Transportation and Administration Committees on the appointment of the Surveyor by
the County Board.
This will again be addressed at the December Administration meeting.
