Members Present: Linda Luckey, Tom O'Connell, Gerald Peterson and Daryl Standafer. Nancy Bieraugel, excused. Others Present: Administrative Coordinator Chuck Whiting, Supr. Julie Speer and Dr. Larry Swaine arriving at 11:25 A.M. Next Meeting: Tuesday, May 7, 2002 9:00 A.M. Motion by Standafer, 2 nd by Peterson to adopt agenda. Carried. Motion by Standafer, 2 nd by Peterson to adopt the March 15, 2002 minutes. Carried. Rules and By -Laws: Nothing for discussion. Legislative Issues: Administrative Coordinator Whiting said the Senate Democrats are working on the budget at the present time. He figures it will be 2 -3 months down the road before anything is settled. Goal Setting Session: The committee discussed what preparations should be made for the session. How should the public be involved in the session? Should County Department Heads participate or listen? Vice Chair Luckey originally thought it was just for County Board Supervisors. Whiting will compile all Departments Mission Statements within the next week or so and get them out to all County Board Supervisors. Dr. Larry Swaine arrived at 11:25 A.M. He explained to the committee how his session will work. He feels it will be very beneficial to everyone involved. Personality differences will be the first thing on the agenda. The session is made up of several steps: 1. Values (direction people are coming from). 2. Positives and Strengths (will eliminate or heighten the negatives and weaknesses). 3. Vision Statement (The Dream - what do we want St. Croix County to look like in the future ?). 4. Mission Statements. 5. Long /short term goals. 6. Technical Plan. One of the main factors is to focus on goals the county needs to meet. These goals should also be met in a timely fashion. r Public participation could disrupt the whole plan. They could enter their input on paper. Dr. Swaine thinks that by the end of the session everyone will take some ownership in County government. There will be no agenda items or lists compiled ahead of time. Everyone will have his or her ideas on what needs to be done. Meeting adjourned at 12:15 P.M.
