1. Minutes of Previous Meeting - June 18, 2024
Minutes were accepted as presented.

Samantha spoke about her bid to purchase land adjacent to the property they are going to buy.
Business
1. Financial Report for June 2024
Administrator Ken Witt discussed the financial report for June 2024.
2. Consideration of 2025 Employee Health Plan Design Changes
Human Resources Benefits and HRIS Analyst, Leif Larson, discussed the 2025 Employee Health Plan design changes
including the new on-site clinic. Alera Group Consultant, Alicia Schwartz, discussed the different factors, cost
containment strategies trending in healthcare, and the plan design changes.
Motion: Approve the 2025 Employee Health Plan design changes.

County Clerk Christine Hines discussed the bids on tax deed properties.
Motion: Approve $500 Swanepoel bid for property in the township of Glenwood City.

Administrator Witt discussed the resolution establishing Library Levy for 2025 budget.
Motion: Approve the resolution establishing Library Levy for 2025 budget.

library hotspots. Chair Berning told them to expect this as the last year of hotspot funding.
5. Consideration of Authorizing Creation of Artificial Intelligence (AI) Subcommittee
Chair Berning discussed the creation of Artifical Intelligence (AI) Subcommittee.
Motion: Approve the creation of Artifical Intelligence (AI) Subcommittee.

6. Resolution Amending County Board Rules for Referendums
Chair Berning discussed the resolution amending County Board rules for referendums.
Motion: Postpone indefinitely the resolution amending County Board rules for referendums, but to go
back and review the process for the County Board to have the time to review referendums.

Corporate Council Heather Amos discussed the resolution authorizing St. Croix County to enter into settlement
agreement with The Kroger Co. and agree to the terms of addendum two to the MOU allocating settlement proceeds.
Motion: Approve resolution authorizing St. Croix County to enter settlement agreement with The
Kroger Co.
