APPROVAL OF MINUTES
1. Community Justice Collaborating Council – Regular Meeting – September 12, 2019
8:00 AM
Minutes of September 12, 2019 was accepted as presented.

PUBLIC COMMENT
Mark Lemke and Rebecca Schultz, Division of Community Corrections Supervisors introduced
three new Agents to the St. Croix County P&P Office.
BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion (TAD) Budget Review
Mike O'Keefe, CJCC Coordinator, reported on the CJCC and Treatment Alternatives and
Diversion (TAD) budgets. Both budgets came in under projected amounts for 2019.
RESULT: DISCUSSED
2. Treatment Alternatives and Diversion (TAD) Grant Update 2019 & 2020
Mike O'Keefe, CJCC Coordinator gave an update on the 2020 TAD Grant from the WI
Department of Justice (DOJ). He states we will receive the same funding amount as we
did in 2019. We did request additional funding under a DOJ Program Expansion fund to
start an Intoxicated Driver's Intervention Program (IDIP), but we were not selected.
Priority for this request was given to counties currently receiving TAD funds.
RESULT: DISCUSSED
3. CJCC Council Meeting Schedule - 2020
Judge Needham announced the CJCC meeting schedule for 2020 and asked if there were
any recommendations to improve the meeting agendas.
RESULT: DISCUSSED
4. Approval of Amended CJCC Bylaws
Judge Needham reports recommended changes to the current bylaws was referred to
the CJCC Executive Committee for review. The Executive Committee is recommending
adding a Municipal Court Representative to the CJCC Council with all voting rights. Also,
under the Treatment Court Oversight Subcommittee all Circuit Court Judges should be
voting members of that group. A motion was made by Pat Thompson to accept and
adopt these changes to the CJCC bylaws, second by Roger Larson, motion carried
unanimously. After review by the CJCC Executive Subcommitee, Judge Needham is
appointing Sue Gherty as the Municipal Court Representative and asked her to take a
seat at the Council table.

5. CJCC Subcommittee Updates
Judge Nordstrand, Chair of the Criminal Justice Subcommittee reports his group
continues to monitor wait times for AODA assessments for Driver Safety Plans. He
states wait times have improved significantly and thanks the staff at HHS for being so
responsive. Judge Nordstrand would like the subcommittee to continue looking into
a Warrants Resolution day in St. Croix County. This would allow some cases in
warrant status to re-engage in the justice process and bring resolution to their
case(s). Mike O'Keefe, CJCC Coordinator, reports the Neurobiology of Trauma-
Domestic Abuse training that was held on November 14, 2019 was very well
attended and the feedback from participants was positive. The trainers for this event
were Dr. Chris Wilson from Oregon, and the Hon. Shaun R. Floerke, Duluth, MN.
There were ninety eight people in attendance from St. Croix, Dunn, Pierce, Polk,
Barron, and Eau Claire counties. Mike O'Keefe also wanted to note that Faith
Community Church provided the space and refreshments for this event and a special
thanks should go to their leadership (Pastor Larry Szyman), staff, and volunteers.

6. Court Appointed Special Advocates - C.A.S.A. Update
Judge Waterman reports St. Croix County(SCC) is attempting to start a Court Appointed
Special Advocates (CASA) program. He explained this is another support network for
children involved in CHIPS cases. On December 16, 2019 the SCC Administration
Committee approved $50,000 in start up funds for this project. Supervisor Sjoberg
provided the Committee with the background on this project. Judge Waterman has
developed a steering committee to lead this project and find ways to fund this in the
future. He states if we are successful in establishing a CASA program we will be part of
the Western WI CASA Program with Barron County being the regional administrator.

7. Family Resource Center St. Croix Valley - Presentation
Agnes Ring, Executive Director and Susan Hodnefield, Parent Educator Lead, gave a
presentation about the mission and activities of their organization, Family Resource
Center St. Croix Valley.
RESULT: DISCUSSED
8. Sheriff's Office Updates
Sheriff Knutson gave a year end report on the Day Report Center and notes the Average
Daily Population (ADP) of the Jail is at 126. He discussed the emergency detention bed
situation and we are still transporting individuals to Winnebago. He states a trip like this
involves many staff hours to include overtime costs. Sheriff Knutson reported on the Jail
special needs cell remodeling project.

9. Intoxicated Drivers Improvement Program (IDIP) Presentation - Samantha Brill
Samantha Brill, Pierce County Human Services Court Services Worker, gave a
presentation on their Intoxicated Drivers Improvement Program (IDIP). Referrals are
made from the District Attorney's Office.
RESULT: DISCUSSED
