Judge Needham welcomes Bob Feidler as a member of the CJCC representing the Public Protection and Judiciary Committee and John Kucinski, proxy for Brian Smestad. APPROVAL OF MINUTES 1. Community Justice Collaborating Council – Regular Meeting – May 9, 2019 8:00 AM Minutes of July 18, 2019 were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC and Treatment Alternatives & Diversion (TAD) Financial Reports Mike O'Keefe, CJCC Coordinator, gave an update on the CJCC and Treatment Alternatives & Diversion (TAD) budgets. Both budgets are within established guidelines. O'Keefe states there is expansion TAD funds available in 2020, but counties that currently do not receive TAD funding will be given priority. RESULT: DISCUSSED 2. CJCC Subcommittee Reports Judge Nordstrand, Chair of Criminal Justice Subcommittee gave an update on the proposed Veteran's Program and AODA Assessments and wait times. Judge Needham gave an update for the DV/Family Issues Subcommittee in the absence of Judge Vlack. He announced there will be a training event on November 14th, the Neurobiology of Trauma, Domestic Violence. Mike O'Keefe reported for the Community Engagement Subcommittee and states they are still waiting to hear about the Court Appointed Special Advocates (CASA) grant for St. Croix County. Fred Johnson, Chair, of the Substance Abuse and Mental Health Subcommittee gave updates on AODA early intervention strategies, Crisis Intervention Technique (CIT) training, Tel e-Health, and regional mental health emergency bed needs. RESULT: DISCUSSED 3. St. Croix Valley United Way 211 Resource Presentation Jessica Neumann, Community Impact Director, United Way St. Croix Valley, gave a presentation on the upcoming release of the 211 services information line. RESULT: DISCUSSED 4. Kelli Engen, Health Officer/Public Health Administrator, Healthier Together Presentation Kelli Engen, St. Croix County Health Officer/Public Health Administrator, gave a report on the progress of the Healthier Together Committee for Pierce and St. Croix Counties. Their top priorities identified is drug and alcohol abuse, mental health, and obesity. The Committee continues to help develop strategies to address these issues. RESULT: DISCUSSED 5. Treatment Court Program Report by WI Department of Justice Kim Kitzberger, Treatment Court Coordinator, provided an update on results of a site visit conducted on May 1, 2019 by the WI Department of Justice (DOJ). The staff from DOJ observed Treatment Court and the Diversion Programs. St. Croix County received a report and DOJ made recommendations for improvement, but overall the evaluation was very positive for both programs. RESULT: DISCUSSED 6. Discussion on Substance Abuse Community Forum Bob Feidler, Chair, Public Protection & Judiciary, announced there will be an AODA Community Forum on September 18, 2019 at 8:00 a.m., in the County Board room. This event will be open to the public and topics will focus on AODA education, treatment, and prevention. RESULT: DISCUSSED 7. Sheriff’s Office Updates Sheriff Knudson gave updates on the Huber and electronic monitoring programs. He also discussed Jail issues to include visiting, medication procedures, volunteers, and available programming. There are currently 20 programs available in the Jail. Sheriff Knudson also gave a presentation on the proposed secure addition in the Jail, which if approved will be a build out of the gymnasium area. This unit would be used for inmates experiencing mental health, AODA, or other crisis situations. A motion by Michael Nieskes, second by Randy Morrisette, to support the crisis build out project in the jail. A voice vote was taken and approved unanimously. Judge Needham and Scott Cox abstained. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE ADJOURN The meeting was adjourned by Judge Needham at 10:02 a.m. DATE OF NEXT MEETING The next CJCC Council meeting is Thursday, September 12, 2019, 8:00 a.m., Government Center - County Board room. The next CJCC Executive Subcommittee meeting is Thursday, August 22, 2019, 12:00 p.m., Government Center - Administration Conference room.
