1. Community Justice Collaborating Council Regular Meeting November 8, 2018

Minutes of November 8, 2018 accepted as presented.

PUBLIC COMMENT
Curt Thomassen suggests the CJCC Council send a letter of encouragement and support to
Barron County Wisconsin in reference to the safe return of Jayme Closs. Motion by Randy
the St.
SCCSO Officers helped Barron County by investigating leads in this case for a number of days.
BUSINESS ITEMS
1. Opening Remarks from the Hon. Scott R. Needham
The Hon. Scott R. Needham, Chair, gave opening remarks to the CJCC Council. This is
Judge Neeham's first meeting as Chair since being appointed as the St. Croix County
Circuit Court Presiding Judge. Judge Needham states he would like to move forward
with an Intoxicated Drivers Intervention Program (IDIP) and Court Appointed Special
Advocates (CASA) Program in St. Croix County if after review it is determined they
meet the needs of the County. Judge Needham referred the IDIP to the Substance
Abuse Subcommittee and CASA to the Community Engagement Subcommittee for
review.

2. Introduction of the Hon. Scott J. Nordstrand, Branch I
Judge Needham introduced newly appointed Branch I Judge, Scott J. Nordstrand.
Judge Nordstand addressed the CJCC Council and said he is looking forward to
serving the citizens of St. Croix County.

3. CJCC and Treatment Alternatives & Diversion (TAD) Budget Updates
Mike O'Keefe, CJCC Coordinator, presented the financial reports for the CJCC and
Treatment Alternatives & Diversion (TAD) Grant.
RESULT: DISCUSSED
4. Treatment Alternatives & Diversion (TAD) Grant 2018 & 2019 Updates
Mike O'Keefe, CJCC Coordinator, gave a final report on the 2018 Treatment
Alternatives & Diversion (TAD) Grant. He also gave an update on the current status
of the 2019 TAD Grant. Kim Kitzberger, Treatment Court Coordinator, indicates there
are two separate tracks of treatment courts. Lisa Multauf, Diversion Program Supervisor,
indicates there are also two separate diversion program tracks, one is TAD clients and
the others are not involved in that program.
RESULT: DISCUSSED
5. CJCC Bylaws Approval
subcommittee must be populated with a minimum of three (3) CJCC members. They can
be Council or Advisory members and all members have voting rights. Each
subcommittee must establish goals and report back at regular CJCC meetings. There was
a motion to approve bylaws by Andy Brinkman and second by Randy Morrissette, carried
unanimously.
RESULT: DISCUSSED
6. Nomination and Election of CJCC Council Vice Chair
Judge Needham opened the floor for nominations for the position of CJCC Vice Chair.
Pat Thompson nominates Kate Avoles, second by Randy Morrissette. Scott Cox moves to
accept the unanimous ballot, second by Mark Richert, carried unanimously. Kate Avoles
nominated as CJCC Vice Chair to serve a two year term.
RESULT: DISCUSSED
7. Reveiw CJCC Subcommittees and Goals
an update on Domestic Violence/Family Issues
Subcommittee. Fred Johnson, Chair of the Mental Health and Substance Abuse
Subcommittees gave an update on mental health emergency detention bed needs and
regional needs. Continuing the Crisis Intervention Technique (CIT) training is still a goal
of the Mental Health Subcommittee for law enforcement as well as emergency
department tele-health. Steve Kirt commented on the progress in this area. Fred
Johnson states goals of the Substance Abuse Subcommittee are early intervention and
prevention. This group is in the process of sending out a survey and will track this data to
inventory programs. Judge Needham asked that all CJCC subcommittees meet prior to
the next CJCC Council in March and be prepared to report with goals and objectives.

8. Sheriff's Office; Day Report Center and Jail Updates
Lt. Kris Anderson discussed the Day Report Center (DRC) statistics for January. Judge
Needham discussed the role of the DRC. Sheriff Knudson gave an update on the Jail,
mental health needs, and jail based mental health competency restoration. He also
reported on current staffing levels. Brian Smestad questions why medications are not
allowed to enter the jail with the defendant. Sheriff Knudson explains the Jail policy on
this issues. Judge Needham indicates the need for adding facilities in the near future.

9. St. Croix County Treatment Court Update - Hon. R. Michael Waterman
Judge Waterman gave an update on the St. Croix County Treatment Court and states the
Treatment Court and Diversion Programs have added a new support specialist position
funded through the Treatment Alternatives & Diversion (TAD) Grant. Adult drug court
updates. This person will track all data through the WI Department of Justice (DOJ) CORE
Reporting System. Agnes Ring questions where referrals come from for OWI cases and
Judge Waterman responds. Judge Needham discussed potential changes in the 2019
OWI laws.

10. CJCC Council and Executive Subcommittee Schedule - 2019
Judge Needham informed the Council that the 2019 meeting schedule is included in
three ring binder.

REQUEST FOR FUTURE AGENDA ITEMS
Fred Johnson spoke with Mike Darrow, City of New Richmond Administrator reference housing
issues due to the closing of the Lowrey Hotel. Mr. Darrrow would like to give a presentation at
Croix County as part of their strategic plan. Lisa Multauf wanted to remind everyone of the
United Way sponsored Mental Health First Aid training sessions.
ANNOUNCEMENTS & CORRESPONDENCE
Mark Lemke, Division of Community Corrections Supervisor, announced two new agents have
started in the Hudson Office, Craig Hooyman and Hunter Cormican.
Pam Belrichard, Supervisor, Victim Witness Office, introduced a new Intern, Samantha Miller.

Judge Needham adjourned the meeting at 9:26 a.m.

The next CJCC Council meeting is Thursday, March 14, 2019, 8:00 a.m., Government Center -
County Board room. The next CJCC Executive Subcommittee meeting is Thursday, January 24,
2019, 12:00 p.m., Government Center - Administration Conference room - 1411.
