APPROVAL OF MINUTES 1. Community Justice Collaborating Council – Regular Meeting – March 8, 2018 8:00 AM CJCC meeting minutes of March 10, 2018 were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC - Treatment Alternatives & Diversion (TAD) Financial Report Mike O’Keefe, CJCC Coordinator, provided a summary of the financial report for the CJCC and TAD budgets. The first quarter reimbursement of $30,725.00 has been received. The balance should be received by the end of the year. RESULT: DISCUSSED 2. St. Croix County Treatment Courts and Diversion Program Mike O’Keefe, CJCC Coordinator gave an update on the quarterly summary that was provided to the Department of Justice that outlines what they are doing with the TAD funds and TAD Project. Kim Kitzburger, Treatment Courts Coordinator, reported they have officially changed their name from the St. Croix County Drug Court Program to St. Croix County Treatment Courts Program to accommodate the proposed separate track for OWI 4th and above offenders. Kim announced the Treatment Court Support Specialist resigned in early April and they currently looking to fill the position through a contracted agency. Lisa Multhauf, Diversion Program Coordinator, gave an update on the Diversion and Moral Reconation Therapy (MRT) programs . They are preparing for the National Association for Pre-trial Services (NAPSA) conference that will be held in August, 2018. Jenna Hines, Program Support Specialist will be presenting on diversion case management and Lisa Multhauf will be presenting on MRT. RESULT: DISCUSSED 3. CJCC Strategic Planning Meeting - July 19, 2018 Mike O’Keefe, CJCC Coordinator, stated the strategic planning meeting will take place on July 19, 2018 at 8:00 a.m. Dr. Biltonen from UW Extension will be the facilitator. Mike stated there will be an anonymous survey sent out prior and requested that it be completed. RESULT: DISCUSSED 4. St. Croix County Sheriff's Office and Day Report Center (DRC) Updates Michael Kahler, SCSO Deputy provided a summary from January through April 2018. Mike reported a rise in opiate and cocaine usage. Kevin Hamlin, Crime Data Analyst will provide a one year report for the DRC at the next CJCC Council meeting. RESULT: DISCUSSED 5. St. Croix County Jail Snapshot - May 1, 2018 Kevin Hamlin, Crime Data Analyst, gave a presentation of the current jail population. Kevin noted there was a peak in March but was a one month spike and they will keep an eye on it. RESULT: DISCUSSED 6. Lethality Assessment Program Update Mark Richert, Chief, North Hudson Police Department, reported they have been awarded the Lethality Assessment Program (LAP) grant and the Sheriff’s Office, Turning Point and North Hudson Police Department will be attending the training on July 17, 2018 in La Crosse, WI. RESULT: DISCUSSED 7. St. Croix Valley Restorative Justice Programs - Updates This agenda item was postponed to a future meeting. RESULT: DISCUSSED 8. St. Croix County Treatment Courts Updates Kim Kitzburger, Drug Court Coordinator, gave an update on the implementation of the OWI Track within the current Treatment Courts structure. Kim reported the Impaired Driving Assessment (IDA) training was held this past Tuesday and they now have the ability to move forward with that assessment for the Treatment Courts. There are currently 5 referrals pending referrals and the program should be up and running this year. Kim also stated the Treatment Courts applied for the Justice for All Contest and was accepted and will be presenting at one of the sessions. This will take place the first week of June 2018. There are currently 8 participants in Treatment Court, 6 females and 2 males. RESULT: DISCUSSED 9. Women's Risk and Needs Assessment (WRNA) Mike O’Keefe, CJCC Coordinator, reported he and Tina Sitz will be attending a Women's Risk and Needs Assessment (WRNA) training in October, 2018. The WI Department of Corrections (DOC) opened this training for county Correctional Offender Management Profiling for Alternative Sanctions (COMPAS) participants and there is a limited number of training slots available. We were fortunate to be accepted. RESULT: DISCUSSED 10. CJCC Subcommittee Updates Hon. Edward F. Vlack gave an update on the Domestic Violence/Family Issues Subcommittee's progress. Judge Vlack states he was pleased with the progress and the participation of the members on this subcommittee. Judge Vlack states there will be training in June and is in hope of starting a DV Compliance Court as soon as possible. Through the efforts of Chief Richert, the St. Croix County Sheriff’s Office, and Turning Point, grant funding has been approved for the Lethality Assessment Program (LAP). They are in the process of preparing packets for all law enforcement agencies regarding domestic violence cases at the initial stages. Steve Kirt is leading the effort to contact local agencies as to what programming is available in our area. Judge Vlack also gave a breakdown of the 6 components of the Domestic Violence Court. Fred Johnson, Director Health and Human Services, reported the Mental Health Subcommittee met in April and addressed unlocked receiving facilities for emergency detentions and a presentation was given by Brad Munger, Program Analyst with the Division of Care Treatment Services, DHS. They will continue to look at options regarding unlocked receiving facilities. Transportation costs for emergency detention expenses was also discussed. There is a regional workgroup addressing mental health emergency detention bed needs in the western Wisconsin area, and they will continue to engage local legislators. Mike O’Keefe and Mark Richert, North Hudson Police Chief, provided an update on the proxy which is a 3 question tool that law enforcement uses to determine whether the defendant should be given summons to appear or be arrested. Mark reported they will not be using this tool as it is not evidenced based. RESULT: DISCUSSED 11. Top Secret Project - Betty Ford Hazelden Foundation Update Patty Schachtner, Medical Examiner, reported the Hazelden-Betty Ford Foundation Top Secret Project was held in Somerset with 137 parents attending. St. Croix Central, Baldwin, Glenwood City, New Richmond and Hudson school districts all want to be a part of the next training. They will not do any presentations during the summer, but will do one each month throughout the school year. RESULT: DISCUSSED 12. Division of Community Corrections (P&P) - Updates Racheal Scheid, Probation and Parole Agent, introduced new Agent, Brooklyn Berg. Racheal reported there are currently 12 agents in Hudson with an average case load of 60 - 65 people. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE Sheriff Scott Knudson, announced the St. Croix County Law Enforcement Officer Memorial Ceremony will be held on May 16, 2018 at 6:00 p.m., St. Croix Central High School. Chief Richert announced that he participated with 5 other police chiefs, Sheriff Knudson, and the Sheriff’s Mounted Posse in the New Richmond Loyalty Day Parade. They received good feedback from the people attending the parade. Hon. Scott R. Needham, who serves on the Statewide CJCC announced they are currently reviewing pre-trial risk assessments and are looking at a non- interviewed assessments. There are currently 8 counties in the State using the Public Safety Assessment (PSA) as a pilot project. The Statewide CJCC is working on a memorandum of understanding with the Arnold Foundation to roll out statewide. Judge Needham also announced he just finished his seventh and last district tour as Chief Judge of this District. The Deputy Director of State Courts participated in this tour and was impressed with services offered in St. Croix County. Judge Needham also reported there is a crisis in many counties with contracting private attorneys to take public defender appointments.
