1. Community Justice Collaborating Council – Regular Meeting – September 13, 2018

PUBLIC COMMENT
1. CJCC and Treatment Alternatives & Diversion Budget (TAD) Updates
Mike O’Keefe, CJCC Coordinator, announced they have applied for the 2019
Treatment Alternatives and Diversion (TAD) Grant and should hear back from the
WI Department of Justice some time in December. The grant will be for
$145,000.00 for 2019 with matching staff funds for a total of $195,000.00. The
CJCC budget is within guidelines for 2018. Mike introduced Brianna Ginnever.
She is the new TAD funded Treatment Court & Diversion Programs Support
Specialist. She will be splitting her time between the District Attorney's Office
(40%) and Treatment Court(60%). Brianna's primary duties will be entering data
into the State of WI CORE database, which is required under the TAD Grant. Pat
Thompson, St. Croix County Administrator, announced the County Board of
Supervisors met earlier this week and approved the 2019 operating budget which
included the CJCC/TAD budgets.

2. Treatment Alternatives & Diversion (TAD) Grant Update
Mike O’Keefe, CJCC Coordinator, states the TAD Grant project is meeting
objectives and will be looking to expand the Correctional Offender Management
Profiling for Alternative Sanctions (COMPAS) Assessor's duties. Lisa Multhauf,
Diversion Program Supervisor, and Kim Kitzberger, Treatment Court Coordinator
gave an update on the duties assigned to the newly hired Treatment Court and
Diversion Programs Support Specialist.

3. Division of Community Corrections (P&P) Staff Update
Fred Johnson stated this agenda item will be tabled. Mark Lemke, Probation &
Parole Supervisor, announced the new agent that he was going to introduce has
already left the position. He reported they are down two agents at this time.

4. Election of CJCC Vice Chair
Fred Johnson announced in January 2019 he will have served his 2 year term and
is not planning to continue to serve as vice chair.

5. CJCC Subcommittees Report and Review
Mike O’Keefe reported the Bylaws Subcommittee will now function under the
Executive Subcommittee. Mike also provided a draft of the bylaws that will be
addressed at the next meeting. The Criminal Justice Subcommittee had to cancel
their last meeting due to a quorum issue, but will continue to function. The
Domestic Violence(DV)/Family Issues Subcommittee is functioning well with
Judge Vlack as the Chair. They are in the final stages of implementing the DV
Court. The Evidence Base Decision Making Subcommittee may not be a
subcommittee down the road, but this will be discussed at a later time. The
Executive Subcommittee will continue to function and will start meeting on a
monthly basis. Fred Johnson gave an update on the progress of the Mental
Health Subcommittee. Fred stated they are continuing to work on three areas:
continued Crisis Intervention Technique (CIT) training for law enforcement, Tele-
Health in Emergency Room Departments, and Emergency Detention issues. As to
emergency detention, a resolution went to the HHS and County Board. This was
passed and will be forwarded to legislators. Fred stated they are ready to move to
other priority areas. Fred reported the Substance Abuse Subcommittee met and
did some reorganization work and had a preliminary discussion on priority areas
and membership. The area they are anticipating their focus will be on
methamphetamine abuse and prevention, as well as early intervention strategies.
Fred would like the new members to weigh in on priority areas. Mike O’Keefe
announced the Treatment Court Subcommittee meets quarterly and will be
meeting directly after this meeting today. The Hon. R. Michael Waterman stated
Treatment Court will be working on track two, which is the alcohol/OWI track.

6. St. Croix County Jail Population Report
Cathy Borgschatz, Chief Deputy, gave an update on housing and population in
the jail. Cathy stated they are currently looking at remodeling the gymnasium
area. They are focusing on mental health inmates. The jail will require more staff
with the special needs block.

7. Restorative Services Update
This item was tabled.

BUSINESS ITEMS
REQUEST FOR FUTURE AGENDA ITEMS
ANNOUNCEMENTS & CORRESPONDENCE
Hon. Scott R. Needham suggested this group look at or be aware of what is occurring
with the closing of the Lowrey Hotel in New Richmond and how it has affected a
number of people with substance abuse, mental health or DOC needs. This issue should
possibly be explored through St. Croix County or the CJCC. Mark Lemke, Supervisor,
Division of Community Corrections, also stated that registered sex offenders and
homeless people used the Lowrey as well and this has impacted placements with his
office. A Veterans Day Ceremony will be held at 11:00 a.m. at the Government Center on
November 9, 2018. Mark Lemke thanked everyone who participated in the domestic
violence food truck fundraising event. Proceeds from this event went to Turningpoint
and End Domestic Abuse Wisconsin.
