BUSINESS ITEMS
1. Financial Report
CJCC and TAD budgets. Both budgets were within guidelines and under budget for fiscal
year 2017.

2. Treatment Alternatives & Diversion (TAD) Project Update
Mike O'Keefe, CJCC Coordinator, gave an update on the 2018 TAD Grant Project. The
focus will continue to be on early diversion of people entering the criminal justice
system.

3. CJCC Citizen Member Vacancy Update
CJCC Coordinator, stated a vacancy notice with the expectations of the citizen member
position has been posted on the St. Croix County's Website until the January 19, 2018.
Applicants will then be referred to members of the Executive Subcommittee for review
and a recommendation will be forwarded to the CJCC Council for approval at the March
2018 meeting.

4. Hazelden Betty Ford Foundation - Top Secret Project Update
Patty Schachtner, Medical Examiner, announced the Hazelen Betty Ford Foundation -
Top Secret Project will take place on March 28, 2018 in Somerset. Ms. Schachtner
provided a breakdown of the program and stated the program starts with a free
community supper and children/youth are invited to attend with daycare being provided.
The New Richmond Police Department, Somerset Police Department and the Sheriff's
Office will be collaborating with parents to participate in a scenario that focuses on items
in plain sight. This project is mainly to keep parents informed on changes with
technology and other items. Ms. Schachtner states their group is looking for an
endorsement from the St. Croix County CJCC. A motion to support this project was made
by Andy Brinkman, seconded by Allison Page. Motion carried unanimously.

5. Crime Data Analyst Introduction - Kevin Hamlin
Hon. Eric J. Lundell introduced the new Crime Data Analyst, Kevin Hamlin. He also

6. CJCC Subcommittees Updates
updates for each CJCC Subcommittee. Hon.
Edward F. Vlack reported the Domestic Violence (DV)/Family Issues Subcommittee
received the report from the Center for Court Innovation and they stated more data is
needed in the future. They also discussed the possibility of implementing a Lethality
Assessment Program (LAP) . Chief Richert, North Hudson PD, has been working on
applying for grant funding for this initiative. Chief Yehlik, New Richmond PD forwarded
DV packets and those will be updated and provided to all law enforcement agencies. The
need to map DV cases was also discussed and will be their next project. The next DV
meeting will be January 17, 2018 at 12:00 p.m.. Michael Nieskes, District Attorney
reported Assistant District Attorney Ellenwood has taken the lead on the distribution of a
form for law enforcement agencies in an attempt to bring uniformity to collection of
information at a DV scene. Fred Johnson, Director HHS, gave an update on the Mental
Health Subcommittee. The three primary efforts continue to be the same; Crisis
Intervention Training (CIT) for law enforcement, Emergency Detention Issues, and Tele-
Health in Emergency Departments. Another CIT training is going to be offered through
the Sheriff's Office. The next Mental Health Subcommittee meeting will take place the
first part of February, 2018. Chief Mark Richert, North Hudson PD, met in Madison for
legislative advocacy day. There is current legislation to reopen Mendota to beds and grant
funding for regional hospitals to assist in opening up crisis beds for mental health
Subcommittee is focusing on the data numbers for methamphetamine, heroine and
alcohol. The Crime Data Analyst (CDA) will be part of this subcommittee and assist with
the development of a strategic plan and goals. Hon. Eric J. Lundell provided an update on
the Criminal Justice Subcommittee. This subcommittee met last Tuesday and their main
focus is the Day Report Center.

7. Children Services Division Report on Foster Care and the Child Welfare System
Fred Johnson, Director, Health and Human Serives (HHS), gave a report on the Foster
Care and Child Welfare System throughout the region. Fred stated the number of referrals
for out of home placements is increasing substantially. This increase has caused a
significant fiscal impacts on counties. Julie Krings, Administrator, Children Services,
provided data for St. Croix County. There was a significant jump in 2017 from 33 to
children to 92 children placed in some type of protective care. The majority of children
updated their process for child referrals and it takes approximately 2 hours to process.
They are also working on a program for recruiting new foster parents and resources.
Children Services is working with Kristin DePrey, AODA Supervisor, who is providing
technical assistance. They are also working on supporting foster parents and staff. Liz
Rohl, Corporation Counsel Attorney has been working on the (TPR) Termination of
Parental Rights cases. The HHS Board approved two additional workers at the Children
Services Department.

ANNOUNCEMENTS & CORRESPONDENCE
Mark Richert, Chief North Hudson PD, announced there is current legislation for opening of the
announced the Attorney General will be here tomorrow for a roundtable discussion on issues
pertinent to our County. Kim Kitzberger, Drug Court Coordinator, announced a Drug Court
graduation will take place on February 28, 2018. Notice will be forwarded as the date gets closer.
Mark Lemke, Supervisor, Probation and Parole, introduced new P&P Agent, Rachel Scheid.
There are currently 10 agents and the 11th agent is currently attending agent basic training in
Madison. Mark also reported Agent Natalie Volz is now the primary Pre-sentence Report writer
for the St. Croix County P&P Office.
