APPROVAL OF MINUTES 1. Community Justice Collaborating Council – Regular Meeting – January 11, 2018 8:00 AM The minutes of the January 11, 2018 meeting were accepted without changes. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC - Treatment Alternatives & Diversion (TAD) Financial Report Mike O'Keefe, CJCC Coordinator gave an update on the CJCC, Treatment Alternatives & Diversion (TAD) grant budgets. He states that a quarterly report is due at the end of March for the TAD budget reimbursement as well as a summary outlining our progress with current programs. There have been no major expenditures to date and the only expenses incurred have been salaries and benefits. RESULT: DISCUSSED 2. Treatment Alternatives & Diversion (TAD) Update Mike O’Keefe, CJCC Coordinator, reported they received a letter from the Department of Justice stating they had to change their name and could no longer call it the TAD Project. The name has been changed to the St. Croix County Treatment Courts and Diversion Program. They are continuing to do the COMPAS Pre-trial assessments for Intake Court hearings. RESULT: DISCUSSED 3. CJCC Citizen Member Appointment - Robert Feidler Hon. Eric J. Lundell introduced Robert (Bob) Feidler, and recommended that he be approved as the new CJCC Citizen Member as replacement for Joan Sprain. Judge Lundell met with Bob and reported he has had two careers, one as a lawyer and in the military. A motion to approve Bob Feidler as the CJCC Citizen Member was made by Randy Morrissette. Motion seconded by Andy Brinkman. Motion carried unanimously. Bob thanked the council and provided a brief description of his background. RESULT: DISCUSSED 4. CJCC Council State Public Defender's Office Representative Update Judge Lundell announced Brian Smestad, Attorney Manager, Office of the Public Defender as the permanent replacement for Liesel Nelson. Brian will also be on the Criminal Justice Subcommittee. Pat Thompson moved to approve Brian Smestad. Randy Morrissette seconds motion. The motion was approved unanimously. RESULT: DISCUSSED 5. CJCC Strategic Planning Meeting Hon. Eric J. Lundell announced the next Strategic Planning Meeting is May 10, 2018. Fred Johnson will chair the meeting in his place. Mike O’Keefe stated some of the subcommittees are doing well but some of them might need to be re-tooled and this will be discussed at the Strategic Planning meeting. Please provide any input prior to the meeting to Mike O’Keefe. RESULT: DISCUSSED 6. CJCC Subcommittees Updates Mike O’Keefe, CJCC Coordinator, provided updates for each subcommittee. Fred Johnson, Director, Health and Human Services reported the Mental Health Subcommittee is continuing to focus on Crisis Intervention Training (CIT) for Law Enforcement, Emergency Detention issues, and Tele-Health in Emergency Health. Hon. Edward F. Vlack reported the Domestic Violence/Family Issues Subcommittee is working on 3 issues. The first is getting grant funding for lethality assessments by law enforcement. Chief Richert is taking the lead on this. Chief Richert stated they are working with Turning Point, North Hudson Police Department and St. Croix County Sheriff’s Department and have applied for a grant through End Use of Wisconsin. The first round of phone interviews has been completed. An in person interview is set for late next week. Training will follow at a later date. Judge Vlack also stated that packets are being put together for all law enforcement agencies in the county to use in these incidents. They have also started mapping domestic violence cases. Judge Lundell reported the Criminal Justice Subcommittee a focusing on narrowing a few topics. RESULT: DISCUSSED 7. St. Croix County Jail Snapshot - March 1, 2018 Mike O'Keefe, CJCC Coordinator, reported that each month the newly hired St. Croix County Data Analyst (CDA), Kevin Hamlin, will provide the CJCC with a snapshot of the jail population on the 1st day of each month. This will eventually give us data to develop a trend analysis for the average jail populations over a given period of time. The reason we need to track this information is a county very near to us is experiencing overcrowding issues and sending inmates to other counties for housing. This is a significant expense and involves transportation costs to and from the other jails for court hearings. Sheriff Knudson reported there are currently 142 inmates in the jail as of last week RESULT: DISCUSSED 8. 2017 Adult Drug Court Program Update Kim Kitzberger, Adult Drug Court Coordinator, reviewed the Drug Court 2017 Program Number Snapshot. Kim stated there is now a 50/50 ratio of males and females with an average of 22 participants per year and the drug of choice is primarily methamphetamine. The average age is 32 years old and Drug Court staff is starting to work collaboratively with the District Attorney’s Office to identify persons in need of drug court services in an effort to get them engaged in treatment as soon as possible. RESULT: DISCUSSED 9. United Way - Success By 6 Presentation Tom Holland, Community Impact Director and Lara Otsuka Community Impact Coordinator, gave a presentation of the Success by 6 program offered by United Way. This program started in 2005 and has been developed to make sure every child is ready for school by the age of six. They serve Polk, Pierce and St. Croix counties. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE ADJOURN Judge Lundell adjourned the meeting at 9:00 a.m. DATE OF NEXT MEETING The next CJCC Council meeting is Thursday, May 10, 2018, 8:00 a.m., - Government Center - County Board Room.
