APPROVAL OF MINUTES 1. Community Justice Collaborating Council – Regular Meeting – May 10, 2018 8:00 AM Meeting minutes of May 10, 2018 were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC and Treatment Alternatives & Diversion (TAD) Grant Budgets Mike O’Keefe, CJCC Coordinator, commented on the new budget format as a result of the new ERP system. Budgets and TAD grant budgets are within guidelines. $34,000 reimbursement should be coming shortly. RESULT: DISCUSSED 2. CJCC Citizen Member Resignation Judge Lundell reported Bob Feilder was appointed as citizen member of CJCC. On July 10, 2018 he resigned. There is a vacancy and, as Chair of the CJCC, he has the authority to appoint. Judge Lundell would like to appoint Agnes Ring, former County Board Supervisor, as the next citizen member to fill the remainder of Mr. Feidler's term. RESULT: DISCUSSED 3. Cannabis Referendum on Fall Ballot Judge Lundell asked for proponents to speak on the topic of a cannabis referendum on the fall ballot. There were no comments. Judge Lundell asked for opponents to speak on the topic. Sheriff Knudson spoke as an opponent to legalizing marijuana as a recreational drug. He did not speak on the issue of medical marijuana. Lt. Brent Standaert, Investigator Jim Mikla and Investigator Justin Johnson spoke as opponents to legalizing marijuana as a recreational drug. District Attorney Mike Nieskes spoke as an opponent to legalizing marijuana as a recreational drug and stated medical marijuana is being abused and is a ruse for recreational use. Brian Smestad, Attorney Manager, State Public Defender’s Office, stated what is currently being done regarding marijuana is not working. Progress with other drugs has been made but not with marijuana. A lot of resources are currently devoted to marijuana intervention. He posed the question of whether the resources currently expended on marijuana interventions might be better allocated to other drug interventions, such as opiates and methamphetamines. Randy Morrissette, Citizen Member, requested a motion be made opposing this resolution. DA Nieskes made a motion. Randy Morrissette seconded it. Fred Johnson, Director Health and Human Services, stated the decision should be made once individuals countering the opposition to the cannabis referendum have also been heard and recommended the motion be amended. DA Nieskes amended the motion. Heather Wolske, Corporation Counsel, advised the resolution would need to be sent to the Public Protection Committee and then through to the County Board. Discussion ensued regarding modification of the motion by District Attorney Nieskes, Roger Larson, Chair of County Board, and Andy Brinkman, County Board Supervisor-Public Protection & Judiciary Committee. Andy Brinkman proposed the following as an amended motion: “We the CJCC wish that at this time the County Board hold off on any action on this (the resolution of the Administration Committee to add a cannabis referendum to the Fall ballot) until it has been fully vetted.” District Attorney Nieskes accepted it as the amended motion and Randy Morrissette seconded it. Judge Lundell asked if everyone understood the motion. Motion carried 15 to 1. Cox, Kristi Severson, Kathleen Avoles, Mark Lemke, Curt Thomassen, Alison Page, Randy Morrisette II, Mark Richert, Michael Nieskes NAYS: Brian Smestad 4. CJCC Strategic Planning Session Dr. Biltonen from UW Extension facilitated the strategic planning session. Dr. Biltonen will write up a summary and provide it to Mike O’Keefe. RESULT: DISCUSSED 5. Discussion on Addition of HHS Committee Member to CJCC Council Fred Johnson stated the issues being discussed need representation from the Health and Human Services Board. He supports adding a member of the Health and Human Services Committee to the CJCC Council in an effort to more effectively share information. Judge Lundell stated the need is really for two members since an odd number is needed - 17 up to 19. This will be referred to the Executive Committee. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE ADJOURN Judge Lundell adjourned the meeting at 10:32 a.m. DATE OF NEXT MEETING The CJCC Council will meet on Thursday, September 13, 2018, 8:00 a.m. - Government Center - County Board room and the Executive Subcommittee will meet on Thursday, August 23, 2018, 12:00 p.m., Government Center - Administration Conference room (1411).
