1. Community Justice Collaborating Council – Regular Meeting – July 19, 2018 8:00 AM
Minutes of July 19, 2018 were accepted as presented.

BUSINESS ITEMS
1. CJCC & Treatment Alternative & Diversion (TAD) Grant Budget Update
Mike O’Keefe, CJCC Coordinator, reported the CJCC budget is on track but the TAD
budget is a little behind in actual expenses due to the treatment court person leaving.
They are currently trying to fill that position. The 2019 CJCC and TAD budgets will remain
the same. They will be requesting the same amount as 2018.
RESULT: DISCUSSED
2. Treatment Alternatives & Diversion (TAD) Grant Update
Mike O’Keefe, CJCC Coordinator, stated the TAD grant was released 2 weeks ago and it is
due on October 8, 2018. Mike O’Keefe, Lisa Multhauf and Kim Kitzberger will be working
on the grant and it will be similar to last year. We are in the 5 year non-competitive cycle.
Lisa Multhauf, Diversion Program Supervisor, reported the only change would be with
the shared support specialist. This will now be a contract position with 60 percent
working with treatment court and 40 percent with the District Attorneys Office.
RESULT: DISCUSSED
3. Treatment Courts OWI Track Update
Honorable R. Michael Waterman clarified the official name is Track 2, which is commonly
called the OWI and alcohol track. This will be the target population. There are 12 to 15
percent that don’t respond to intervention and they are the chronic OWI offenders. Track
2 will look like the Treatment Court model. There is currently 1 participant with 3 or 4
approved or awaiting sentencing. We are looking at transportation issues for this
offender population.

4. Domestic Violence Awareness Month - October 2018 - Fundraising Announcement
Cassandra Moll, Probation and Parole Agent, reported October is Domestic Violence
Month and October 25th is wear purple day. They have partnered with Victim Witness,
Turning Point, and the Big Cheese Food Truck, River Falls to raise money for domestic
violence awareness issues. The Big Cheese Food Truck will be at the St. Croix County
Government Center from 11 a.m to 1 p.m. on October 25, 2018. Information will be
posted on the St. Croix County website.

5. National Suicide Prevention Week - September 9 -15, 2018
Mike O’Keefe, CJCC Coordinator, announced it is National Suicide Prevention Week,
September 9-15, 2018. There will be an event in New Richmond on September 14, 2018
at 6:00 p.m. at WITC and is being hosted by V.F.W. Post 10818.
RESULT: DISCUSSED
6. Day Report Center Update
Kris Anderson, Interim Jail Lieutenant, provided a breakdown for August 2018. She
reported 1307 drug tests were taken and out of that 1179 were negative tests with a
compliance rate of 90.2 percent. There were 112 positive tests with a non-compliance
rate of 62.9 percent. There were also 39 public finger prints taken for various reasons.
RESULT: DISCUSSED
7. Crime Data Analyst Report
Kevin Hamlin, Crime Data Analyst, gave a presentation on the Risk Terrain Model (RTM).
This is tool he will be using for the Sheriff’s Office and other departments. RTM was
originally used by police to identify risks that come from features of the landscape. It
offers a statistically valid way to articulate vulnerable areas for specific behaviors at a
micro level. RTM will be used in St. Croix to look at and target areas to recruit new foster
home placement families. The Sheriff’s Office will be using RTM to look at storage unit
burglaries and determine where those could be happening to prevent future break ins.

8. CJCC Subcommittee Updates
Mike O’Keefe provided and update on the Domestic Violence/Family Issues
Subcommittee. He stated that Judge Vlack is still planning on starting DV Compliance
Court on or about October 1, 2018.

9. Strategic Planning Session Review
Mike O’Keefe provided a copy of the results from the Strategic Planning session held on
July 19, 2018. The group would like to propose a change to the subcommittees by
populating the subcommittees with 3 CJCC members (either counsel members or
advisory). CJCC needs to define goals and directions for subcommittees. Judge Lundell
would like the Executive subcommittee to absorb the Bylaws subcommittee. Kate Avoles
has no issue with this action. Fred Johnson Health & Human Services, Director, would
like substance abuse be prioritized with 3 members and populate. Fred Johnson motions
to have 3 members from CJCC to initiate work on a substance abuse subcommittee to
determine priority areas. Kate Avoles seconds motion. Vote taken and motion carried
unanimously. Fred Johnson, Kate Avoles, and Scott Knudson will be on the Substance
Abuse Subcommittee.

10. Adding HHS Committee Member to CJCC
Fred Johnson made a motion to add an the Health and Human Services (HHS) Board
chair or designee to the CJCC Council. Andy Brinkman seconded the motion. Vote taken
and motion carried unanimously.

11. Future Veterans Court Discussion
Judge Lundell reported there are alternatives available to a veterans court. They currently
are working on getting information to the Judges on veterans that are being booked into
the jail. Judge Lundell and Mike Nieskes have discussed a diversion program for lower
level crimes committed by veterans. DA Nieskes proposed individuals be identified at
intake, not charge them on low level offenses, but put them on bond and give them a
return date. If they report or get into treatment they will then be moved toward a
diversion program. Judge Lundell refers this to the Executive Subcommittee.

ANNOUNCEMENTS & CORRESPONDENCE
Judge Lundell introduced UW River Falls Assistant Professor, Phillip Galli. Phillip gave his
background. He stated the Criminology Department is looking for ways to engage students and
the department with the community. There are currently 130 students interested in criminology.
Judge Lundell also introduced the new CJCC Citizen Member Agnes Ring.
