APPROVAL OF MINUTES 1. Community Justice Collaborating Council – Regular Meeting – November 10, 2016 8:00 AM Minutes accepted as presented by Judge Lundell. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC and Treatment Alternatives & Diversion (TAD) Grant Budgets Mike O’Keefe, CJCC Coordinator, reported they are getting ready to close out the 2016 CJCC and Treatment Alternatives & Diversion (TAD) Grant budgets. Mike also stated they are in the process of requesting final reimbursement of funds for the 2016 TAD Grant. Once these funds are received he will submit the 2016 TAD Grant to the St. Croix County Finance Department for an annual audit. RESULT: DISCUSSED 2. 2017 Treatment Alternatives and Diversion (TAD) Update Mike O’Keefe, CJCC Coordinator, reported the 2017 Treatment Alternatives & Diversion (TAD) Grant project is underway and we are in the implementation stage. A Correctional Offender Management Profiling for Alternative Sanctions (COMPAS) assessor has just been hired and will start on February 1, 2017. This is a contracted position funded through the TAD Grant and the service provider is Lutheran Social Service (LSS) from Eau Claire, WI. Mike also stated they are working on the business plan for COMPAS to expand that program within our criminal justice system. RESULT: DISCUSSED 3. Election of CJCC Council Vice-Chair Judge Lundell addressed appointing a new vice chair for the CJCC Council. Pat Thompson moved to appoint Fred Johnson, Director of Health and Human Services as the Vice Chair for CJCC Council. Sheriff Shilts seconded motion. Vote taken and motion approved unanimously. Mike Nieskes, District Attorney voted Yes/Aye. Cox, Curt Thomassen, Alison Page 4. Treatment Court(s) Bylaws Update Mike O’Keefe stated all the subcommittees must post agendas, minutes and notices of meetings to the public. Mike suggested bringing the Treatment Courts Oversight Subcommittee under the CJCC Subcommittees umbrella. This would allow for more transparency and provide a historical account of all actions taken by this group. Judge Waterman agreed and will add to their next meeting agenda. Judge Lundell refers this matter to the CJCC Bylaws Subcommittee. RESULT: DISCUSSED 5. CJCC Meeting Schedule for 2017 Mike O'Keefe, CJCC Coordinator provided a list of scheduled 2017 CJCC Council meetings and stated all future meetings will be held in the St. Croix County Board room at 8:00 a.m. There are no meetings scheduled in December and July per CJCC Bylaws. RESULT: DISCUSSED 6. Day Report Center Update John Shilts, St. Croix County Sheriff, gave a summary of the progress of the Day Report Center. He stated that he has appointed Deputy Mike Kahler and Deputy Tamra Mark to be assigned to the Day Report Center. Judge Lundell requested the CJCC Council tour the day Report Center. Sheriff Shilts will set the tour for some time in March, 2017. RESULT: DISCUSSED 7. Turningpoint for Victims of Domestic and Sexual Violence, Inc. Alena Taylor, Domestic Violence Services Coordinator at Turningpoint gave a presentation about their services as well as potential expansion plans in New Richmond, WI. RESULT: DISCUSSED 8. CJCC Subcommittee Reports Mike O’Keefe stated the Mental Health, Domestic Violence/Family Issues, and Evidence Based Decision Making subcommittees met since the last CJCC Meeting. Honorable Edward F. Vlack, Chair, Domestic Violence/Family Issues subcommittee announced the subcommittee met on Tuesday to discuss 4 primary topics. Judge Vlack stated there will be a domestic violence needs assessment completed on February 9 & 10, 2017. Mark Richert, NH Police Chief, Domestic Violence/Family Issues Subcommittee addressed topics that were discussed at their meeting. Mark also provided an update on the data received from all the police agencies in St. Croix County on domestic violence arrests for 2015. Lisa Multhauf, Chair, Evidence Based Decision Making Subcommittee (EBDM) stated at the February 9, 2017 CJCC Council meeting there will be a presentation by the State of WI EBDM Coordinator to discuss what is going on at the state level and present us with ideas for our County. Lisa stated their current focus is updating the systems map. Fred Johnson, Director of Health and Human Services, provided an update on the Mental Health Subcommittee meeting. They are continuing to focus on Crisis Intervention Techniques (CIT) training for officers, emergency departments (tele-health) and emergency detention for individuals under Chapter 51commitments. Fred reported that he along with Alison Paige and Mike O'Keefe presented at the Pierce County CJCC on January 11, 2017 about our Mental Health Subcommittee progress. This presentation was at the request of the Pierce County CJCC Council. RESULT: DISCUSSED 9. Domestic Violence Needs Assessment Update As stated previously Judge Needham and Judge Vlack have taken the lead on the Domestic Violence Needs Assessment for St. Croix County. This assessment will take place on February 9 & 10, 2017 and will be conducted by the Center for Court Innovation (CCI). This needs assessment is being supported by a State grant and County Court funds. RESULT: DISCUSSED 10. CJCC Strategic Planning Meeting Date Mike O’Keefe stated a date should be set for a CJCC Strategic Planning meeting, but prior to this all subcommittees should meet and establish their mission and goals. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Judge Needham brought up the issue of a lack of beds and options for security detentions for juveniles. Possible referral to Mental Health or Community Engagement Subcommittee. ANNOUNCEMENTS & CORRESPONDENCE Judge Lundell introduced the newly elected St. Croix County District Attorney, Michael Nieskes. Honorable Scott R. Needham introduced newly appointed Polk County Judge, Dan Tollen. Judge Needham stated that Judge Tollen will be mentoring with him today and then will be circulating with other district judges for 10 days. He will formally start on the bench on January 26, 2016. Judge Needham also announced the appointment of Judge Steven Gibbs, Chippewa County. Honorable R. Michael Waterman invited members to attend an Adult Drug Court graduation on Wednesday, January 18, 2017 at 9:30 a.m., in Courtroom 1. Joan Sprain will be attending and presenting at a national leadership program in Orlando, Florida. Mike O’Keefe commended the CIT training that was recently held at the St. Croix County Government Center. Mike O’Keefe announced the WI Department of Corrections is going to start providing some inmates with medications that will assist with a reduction of cravings for their drug of choice. He stated that he needs to do a better job of informing our local legislators about our meetings and issues. Sheriff Shilts suggested to lobby the WI Counties Association about our local issues and the need to have resources allocated to our area. ADJOURN Judge Lundell adjourned the meeting at 8:52 a.m..
