BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion (TAD) Budgets Review
Mike O’Keefe, CJCC Coordinator, reported the 2016 CJCC and Treatment Alternatives
& Diversion (TAD) Grant budgets are now closed out for the fiscal year.
RESULT: DISCUSSED
2. 2016 Treatment Alternatives & Diversion (TAD) 4th Quarter Report
Mike O'Keefe, CJCC Coordinator and Lisa Multhauf, Diversion Program provided an
update for the 2016 Treatment Alternatives & Diversion (TAD) 4th quarter report.
RESULT: DISCUSSED
3. 2017 Treatment Alternatives & Diversion (TAD) Project Update
Mike O’Keefe, CJCC Coordinator, provided a summary of the 2016 Treatment
Alternatives & Diversion (TAD) 4th Quarter Report that he submitted to the WI
Department of Justice (DOJ) which includes a summary of the Correctional Offender
Management Profiling for Alternative Sanctions (COMPAS), Drug Court and the
Diversion Program activities. Lisa Multhauf, Diversion Program Coordinator, reported
they are working on looking into Premiere Biotech to incorporate the drug testing with
the Day Report Center. Honorable R. Michael Waterman stated there was a drug court
graduation on February 8, 2017.
RESULT: DISCUSSED
4. CJCC Subcommittees Reports
Mike O’Keefe, CJCC Coordinator, provided an update on subcommittees: Substance
Abuse/Trauma Informed Care Subcommittee has not met yet but will be meeting in
March, Evidence Based Decision Making Subcommittee has met, CJCC Bylaws
Subcommittee met and recommended some changes to the bylaws that will be brought to
the next CJCC Council meeting, the Criminal Justice Subcommittee has not met,
Community Engagement Subcommittee will be meeting in the near future, Mental Health
Subcommittee will meet on February 16, 2017 and will continue to work on 3 issues,
Domestic Violence/Family Issues Subcommittee will meet on February 10, 2017, CJCC
Executive Subcommittee meets once per month to discuss agenda items. Fred Johnson
suggested the subcommittees provide a report for the issues each subcommittee is
working on.

5. CJCC Domestic Violence/Family Issues Needs Assessment Update
Hon. Scott R. Needham reported this subcommittee is looking at the development of a
domestic violence compliance court. Before we start this type of court we need to know
what’s happening in St. Croix County from the point of interaction with law enforcement
and through the point of plea and conviction or a trial and conviction. The subcommittee
is tasked with reviewing as a system our needs, resources, and opportunities prior to
starting a court of this type. In an effort to achieve this interviews will be conducted
today and tomorrow with stakeholders from St. Croix County. Amber Peterson, Policy
Analyst and Rebecca Thomford Hauser, Center for Court Innovation, will be conducting
the interviews and will submit a report to us with findings and recommendations.
Hon. Edward F. Vlack stated that he along with Amber Peterson attended a 4 day
domestic violence workshop for court officials in California. Ms. Peterson stated her
intent today is to get more information to determine if a domestic violence compliance
court would benefit St. Croix County.

6. Evidence Based Decision Making (EBDM) Presentation by Tommy Gubbin, Special
Projects Coordinator
Mike O'Keefe introduced Tommy Gubbin, Special Projects Coordinator, WI Office of
State Courts. Mr. Gubbin provided a summary of his background and gave a presentation
on statewide Evidence Based Decision Making (EBDM) initiatives. Mike O’Keefe will
email all of CJCC Members a copy of today’s presentation.

REQUEST FOR FUTURE AGENDA ITEMS
ANNOUNCEMENTS & CORRESPONDENCE
Mike O’Keefe announced that a COMPAS presentation by Jared Hoy, WI Department of
Corrections Reentry Project Manager, will be held in St. Croix County on March 31, 2017. Polk
and Pierce counties will also be invited to attend this training. Lisa Multhauf announced
everything is going well with MRT and all three groups are full and there is a current waiting
list. Dan VanSomeren gave an update on the opening of the Day Report Center. Dan will arrange
a tour of the center on March 9th after the CJCC Council meeting.

The next CJCC Council meeting is Thursday, March 9, 2017, 8:00 a.m., at the Government
Center - County Board Room. The next CJCC Executive Committee meeting is Thursday,
February 23, 2017, 12:00 p.m., at the Government Center - Room 1410 - Administration
Conference Room.
