Community Justice Collaborating Council – Regular Meeting – February 9, 2017 8:00 AM Minutes stand approved by Judge Lundell. PUBLIC COMMENT BUSINESS ITEMS 1. 2017 CJCC and Treatment Alternatives & Diversion (TAD) Budgets Mike O’Keefe, CJCC Coordinator, reported the CJCC and Treatment Alternatives & Diversion (TAD) Grant budget has not had any expenses to date. Mike will be requesting reimbursement from the TAD project at the end of March. An update on how much was requested will be provided at the next meeting. The TAD Budget and CJCC Budget are within approved guidelines to date. The 2016 TAD Grant expenditures are currently being prepared for an annual audit. RESULT: DISCUSSED 2. 2017 Treatment Alternatives & Diversion (TAD) Project Update Mike O’Keefe, CJCC Coordinator, reported the team continues to meet weekly to plan the Treatment Alternatives and Diversion (TAD) Grant project. The new Correctional Offender Management Profiling for Alternative Sanctions ( COMPAS) Assessor Rachel Scheid is in place now and has been trained by the WI Department of Corrections (DOC). Racheal will start doing COMPAS assessments next week. The team meets weekly and will set up a Proxy meeting with law enforcement. Chief Mark Richert is the Chair of this group. Kim Kitzberger, Drug Court Coordinator, reported interviews will be taking place today and tomorrow for the part-time Drug Court Support Position. This position will provide support and data collection for the Drug Court Program. RESULT: DISCUSSED 3. CJCC Subcommittee Reports Mike O’Keefe, CJCC Coordinator, provided an update on subcommittees: CJCC Bylaws have met and made recommended changes and updates. Community Engagement Subcommittee will be meeting soon. The Criminal Justice Subcommittee has not met yet and has not had any referrals, the Domestic Violence/Family Issues Subcommittee has met and will be meeting again on March 23, 2017. The Evidence Based Decision Making (EBDM) Subcommittee met twice and will be meeting again in April, 2017. The Executive Subcommittee meets once per month to set the agenda for CJCC meeting and, recommends bylaws changes. The Mental Health Subcommittee meets on a regular basis and the next meeting is April 24, 2017 at the Service Center. The Substance Abuse/Trauma Informed Care Subcommittee has not met yet but they anticipate meeting soon. Fred Johnson, Health & Human Services Director, reported the Mental Health Subcommittee met on February 16, 2017. He stated as a result of a meeting with the Pierce County CJCC, River Falls Police Chief, Gordon Young, will join this Subcommittee in an effort to address issues of mutual concern to both Counties. The Mental Health Subcommittee is focused on emergency detention needs and concluded that local legislators should be made aware of our concerns and issues for individuals in need of help. Alison Paige, Medical Community Representative, also provided an update and addressed involvement at the State level. Dan VanSomeren, Jail Captain, reported Crisis Invention Techniques (CIT) Training took place in January, 2017. He stated they are attempting to set up more training, but they fill up as fast as they can set them up. RESULT: DISCUSSED 4. CJCC Bylaws Revisions Mike O’Keefe, CJCC Coordinator, reported the St. Croix County Adult Drug Court is monitored by a Drug Court Oversight Committee. A change was recommended to move the current Drug Court Oversight Committee to a CJCC Treatment Courts Subcommittee and this was referred to the CJCC Bylaws Subcommittee for review and recommendation. The Bylaws Subcommittee met and recommended to move the Drug Court Oversight Committee under the CJCC umbrella as a Subcommittee of CJCC, but make it a Treatment Courts Subcommittee in an attempt to address future needs. This change would also allow the posting of agendas on the County Website and minutes would be transcribed and maintained. This issue and recommendation was then referred back to the Executive Subcommittee per current bylaws and is now being brought back to CJCC for approval with no changes to the recommendation from the Bylaws Subcommittee. Honorable R. Michael Waterman agreed to put the Drug Court Oversight Committee under the CJCC umbrella. Honorable R. Michael Waterman motions to approve Treatment Courts be brought under the CJCC Subcommittees. Pat Thompson, County Administrator, seconds motion. Vote taken and motion is carried unanimously. St. Croix County Domestic Violence Needs Assessment Update Mike O’Keefe, CJCC Coordinator, reported Judge’s Vlack and Needham have taken the lead on the needs assessment. Interviews were conducted on February 9 & 10, 2017. Mike also stated (CCI) Center for Court Innovation has requested data from Departments and Agencies. Honorable Scott R. Needham thanked all for participating in the meetings with CCI and the Director of State Courts. The next meeting will be March 23, 2017. RESULT: DISCUSSED 6. Correctional Offender Management Profiling for Alternative Sanctions (COMPAS) Presentation Mike O’Keefe, reported Jared Hoy and Kristine Palmer, WI-DOC will hold a COMPAS presentation on March 31, 2017 at 9:30 a.m., - St. Croix County Government Center- County Board Room. Please send an RSVP if you would like to attend. RESULT: DISCUSSED 7. St. Croix Valley Restorative Justice Programs (SCVRJP) Updates Susan Capparelli, Executive Director, St. Croix Valley Restorative Justice Programs (SCVRJP) gave a background on the programs they currently offer. She stated there was a complete overhaul of the organization when she was hired as the Executive Director. Their Program works with the entire criminal system, school districts, etc. Ms. Capparelli stated that she is currently trained in completing a narrow band domestic violence assessment called the Ontario Domestic Assault Risk Assessment (ODARA). We have seen more Disorderly Conduct/Domestic Violence cases referred to the criminal justice system over the past few years and screening these types of cases is difficult. Now that we can do an assessment on these types of cases and if there is a recommendation to a batterer's treatment group we have made arrangements to offer this service through an outside provider, Bob Kelly. He will use space at the SCVRJP Office and domestic offender treatment programs will be starting in May, 2017 . Mr. Kelly will be taking referrals starting in April, 2017. The ODARA Assessment fee is $50.00 with a cap at $100.00 and we cannot take insurance at this time, but the clients can make payments. RESULT: DISCUSSED 8. Day Report Center Update & Tour Dan VanSomeren, Jail Captain, provided an update on the notice to appear discussions that were recently held with Judge's concerning domestic violence and OWI cases. This will also be discussed with the Police Chief’s at a future meeting. Construction on the Day Report Center is 99 percent complete. A tour of the new St. Croix County Day Report Center will be conducted at the conclusion of the regular CJCC meeting. ANNOUNCEMENTS & CORRESPONDENCE Mark Lemke, Probation and Parole Supervisor, introduced new Agent Tessa Marty and provided her background. ADJOURN The meeting was adjourned at 9:00 a.m..
