1. Community Justice Collaborating Council – Regular Meeting – March 9, 2017 8:00 AM
Minutes were accepted as presented.

John Kucinski gave a statement about the Day Report Center.
BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion (TAD) Budgets
Mike O'Keefe, CJCC Coordinator, gave a report on the 2017 CJCC and Treatment
Alternatives & Diversion Budgets through March 2017. He stated budget are within
approved guidelines to date.
RESULT: DISCUSSED
2. Treatment Alternatives & Diversion (TAD) Update
Mike O'Keefe, CJCC Coordinator, gave an update on the Treatment Alternatives &
Diversion (TAD) Grant project. The Adult Drug Court Program has filled their position
as requested in the grant and will start a process moving paper data from past cases to an
electronic version. The State of WI, Department of Justice, is mandating use of an
electronic data collection system (CORE) as part of the Grant and all Treatment
Alternatives & Diversion cases must be managed through this system.
RESULT: DISCUSSED
3. CJCC Subcommittee Reports
The chairs of each CJCC subcommittees that have recently met gave an update for each
of their respective groups. Mike O'Keefe, CJCC Coordinator, gave an overall update on
the scheduling status of each subcommittee. As part of the packet an update of each
subcommittee's progress was presented.
RESULT: DISCUSSED
4. NATIONAL TELECOMMUNICATORS WEEK April 9 - 15, 2017
Stephen T'Kach, Director of Emergency Support Services announced that the Week of
April 9-15, 2017 is National Telecommunicators Week. He discussed the difficult issues
this group of employees face on a daily basis and the professionalism they display while
serving the public.
RESULT: DISCUSSED
5. Juvenile Justice Issues - Judicial Visit - Lincoln Hills & Copper Lake
The Honorable Eric J. Lundell discussed his Judicial visit to the Lincoln School for Boys
and the Copper Lake School for Girls in Irma, WI. He stated oversight for these
institutions is through the WI Department of Corrections, Division of Juvenile
Corrections, and recently they have experienced issues that has resulted in investigations
by the FBI. Judge Lundell stated judges are required to make a visit to a prison or some
type of facility as part of the Judicial Education so he chose these facilties to get a better
idea of what is actually going on and what is being done to prevent any further issues of
this type. Judge Lundell stated the staff were very forthright and the tour was very
enlightening because he recently sent a young female to Copper Lake School for Girls
and he was able to see firsthand what type of programming will be provided to her prior
to release.
RESULT: DISCUSSED
6. Proposed 17 year-old Legislation
Discussion was held on the 17 year old issue of moving this group of individuals back to
the juvenile justice system if legislation is proposed. Although there is no pending
legislation proposed at this time this issue has been part of proposed legislation in the
past. Currently it is part of the Wisconsin Counties Association's 2017-18 Legislative
Agenda.
RESULT: DISCUSSED
7. St. Croix County Jail Daily Population - 4-6-17
Mike O'Keefe, CJCC Coordinator presented a chart outlining a snapshot of the St. Croix
County Jail population on April 6, 2017. District Attorney Michael Nieskes requested
next time this type of information could be broken down even further to include
categories of offenses and average length of time served in jail.
RESULT: DISCUSSED
8. St. Croix County Day Report Center Update
Dan VanSomeren, Jail Captain, discussed the current progress with the Day Report
Center. He went over a number of statistics that are being generated by those individuals
that are required to report. Captain VanSomeren stated they are trying to be
accommodating to the needs of individual defendants and gave an example of how they
worked with an individual that had medical and vehicle issues.
RESULT: DISCUSSED
9. Northwoods Coalition Methamphetamine Summit - April 3, 2017
Mike O'Keefe, CJCC Coordinator, reported that he recently attended a Methamphetamine
Summit in Trego, WI. This one day Summit was sponsored by the Northwoods Coalition
and a number of speakers discussed the methamphetamine epidemic that exists in
northwest Wisconsin, to include St. Croix County. A Methamphetamine Study
completed by the WI Department of Justice and FBI was handed out to attendees and it
outlined the high cost of treating methamphetamine addiction as well as the impact of
drug related crime issues encountered by law enforcement officials and agencies. Other
St. Croix County Employees in attendance; Ed Minser, Assistant District Attorney, Lisa
Multhauf, Diversion Program Supervisor, Jenna Hines, Diversion Program Case
Management Specialist, Kim Kitzberger, Adult Drug Coordinator, Julie Theisen,
Substance Abuse Counselor, and Kristin DePrey, AODA Supervisor.
RESULT: DISCUSSED
