APPROVAL OF MINUTES 1. Community Justice Collaborating Council – Regular Meeting – April 13, 2017 8:00 AM Minutes stand approved by Judge Lundell. RESULT: ACCEPTED PUBLIC COMMENT John Kucinski, Public Defender, requested information as to what evidence based practices supports the Day Report Center. He also requested how they would objectify/quantify that the day report program is in fact working from an evidence based standpoint. BUSINESS ITEMS 1. CJCC and Treatment Alternatives & Diversion (TAD) Budgets Mike O’Keefe, CJCC Coordinator, provided information for the March 2017 CJCC and Treatment Alternatives & Diversion (TAD) budgets. Mike also stated reimbursement was received from the WI Department of Justice for the TAD Grant (1st Quater) in the amount of $14,210. An expanded version of the budget is available upon request. RESULT: DISCUSSED 2. Treatment Alternatives & Diversion (TAD) Update Mike O’Keefe, CJCC Coordinator, provided the first quarter report included in the meeting packet. This outlines what progress they are making with respect to the Treatment Alternatives and Diversion (TAD) project. Mike will provide an update each quarter. RESULT: DISCUSSED 3. MAY 2017 - National Mental Health Awareness Month Mike O’Keefe, CJCC Coordinator presented the WI State Senate Joint Resolution proclaiming May 2017 as Mental Health Awareness Month. Fred Johnson, Health and Human Services (HHS) Director, addressed line number eleven of the resolution that talks about the stigma associated with mental illness which can prevent individuals from seeking help. Fred encouraged folks to consider participating in a presentation of the Make It Okay Campaign, which is a part of the community health improvement project working with four hospitals from Pierce and St. Croix Counties. Kathy Huston, St. Croix County (HHS) is the contact person for this presentation. RESULT: DISCUSSED 4. CJCC Subcommittees Updates Mike O’Keefe, CJCC Coordinator included in the packet a list and summary of each subcommittee with progress updates for each one. Mike reported Hon. Eric J. Lundell referred a matter to the Bylaws Subcommittee and they will meet to address the size and voting membership of each subcommittee. Community Engagement will be meeting to address juvenile justice issues as a follow up. The Day Report Center will be referred to the Criminal Justice Subcommittee as an agenda item to monitor progress. Hon. Edward F. Vlack reported at the last Domestic Violence Subcommittee they addressed the status of the needs assessment, lethality assessments by law enforcement, the Ontario Domestic Assault Risk Assessment (ODARA), court appearances within 72 hours for domestic related arrests, and safety/security concerns for civil hearings in the Court Commissioner's hearing rooms. Judge Vlack also discussed subcommittee membership and stated Ms. Yacoub of Equal Justice Inc., has requested to be part of the Domestic Violence/Family Issues membership to which Judge Lundell asked that this be referred to the Bylaws Subcommittee for review. Mike O'Keefe reported that the Substance Abuse/Trauma Informed Care Subcommittee met yesterday and elected Kristin Deprey, Health & Human Services (HHS) as the chairperson and Lisa Multhauf as the vice- chairperson. Fred Johnson, HHS Director stated the Mental Health Subcommittee is continuing to work on more access points for mental health emergency detentions. Dan VanSomeren, Jail Captain, announced continued crisis intervention training will be offered and the information will be provided within the next 2 -3 weeks. RESULT: DISCUSSED 5. Wisconsin Counties Association - Juvenile Justice - 17 Year Old First Time Offender Mike O’Keefe announced the Wisconsin Counties Association (WCA) has made part of their 2017-18 legislative agenda to bring first time 17 year old offenders back to the juvenile system. This was referred to the Health &Human Services (HHS) Committee to draft a resolution to present to the County Board. Fred Johnson reported that he spoke with Sarah Dierick-Kasdorf, Deputy Director of Government Affairs and they are working with legislators. The HHS Committee met and the resolution was passed for full County Board consideration regarding the transfer of jurisdiction of first time 17 year old offenders back to the juvenile justice system. RESULT: DISCUSSED 6. Evidence Based Decision Making (EBDM) - Role of CJCC Mike O’Keefe, CJCC Coordinator, stated there is a need to continue to focus on being evidence based and making decisions that are being supported by data. Lisa Multhauf, Diversion Coordinator, stated they are completing the systems map so that they can look at the key decision points, who the decision makers are at each point, the decision options at each point, and the amount of time it takes for a case to move from one point to the next. The data is essential to support decisions at every point in our system. RESULT: DISCUSSED 7. St. Croix County Day Report Center Update Hon. Eric J. Lundell announced that he, Mike O’Keefe and others will be touring the Eau Claire version of our Day Report Center (DRC) on June 23, 2017. If anyone is interested in attending they should contact Mike O’Keefe. Judge Lundell refers the DRC's progess back to the Criminal Justice Subcommittee for study. RESULT: DISCUSSED 8. Medical Examiner Updates Patty Schachtner, Medical Examiner, reported there has been an uptick in the suicide rate and the connection with Alcohol and Other Drug Abuse (AODA) addictions. The County is matching the national trend of 30 - 45 working class persons with no criminal history, but with a history of untreated mental illness and (AODA) addictions. Collectively, 1 in 5 people struggle with mental health issues, and 1 in 7 people struggle with (AODA) addictions. RESULT: DISCUSSED 9. County Veterans' Service Office Phil Landraf, CVSO Veterans Services was unable to attend and will be rescheduled. RESULT: DISCUSSED ANNOUNCEMENTS & CORRESPONDENCE Mark Richert invited everyone to attend the Law Enforcement Memorial on Tuesday, May 16, 2017 at 6:00 p.m., at the River Falls High School. Judge Lundell announced Sheriff John Shilts retirement effective on July 14, 2017 and thanked him for his service. Pat Thompson also thanked Sheriff Shilts and Lori Meyer for starting the Community Justice Collaborating Council(CJCC) in St. Croix County. Judge Lundell reminded members they are allowed to miss only three meetings per year and please place this in the minutes. REQUEST FOR FUTURE AGENDA ITEMS Send future agenda items to Mike O'Keefe. ADJOURN Adjourned at 8:56 by Judge Lundell. DATE OF NEXT MEETING The next CJCC Council meeting is Thursday, June 8, 2017, 8:00 a.m., at the Government Center - County Board Room. The next CJCC Executive Committee meeting is Thursday, May 25, 2017, 12:00 p.m., at the Government Center - Room 1410, Administration Conference Room. There will be no meetings held in July, 2017 per CJCC Bylaws.
